UAE Golden Visa Without Investment: Cost 2026

A UAE Golden Visa without investment is the cheapest ten-year residence the country issues, and the easiest one to lose. The published permit fees are small: the federal ICP prices a specialised-talent visa at three lines of AED 100, and GDRFA Dubai prices the specialists and skilled-workers permit at AED 1,640, against the AED 9,884.75 Dubai Land Department prints for the ten-year investor permit. What the commercial guides ranking on this query leave out is the condition attached to the salary route, which GDRFA states on its own service page: if the salary falls below AED 30,000 or the contract is cancelled, the Golden Residence Permit will be cancelled. We read the ICP golden residency guide and its specialised-talents fee schedule, GDRFA Dubai's Specialized Scientists service, the Abu Dhabi Department of Economic Development's skilled-professionals criteria, the Ministry of Culture's recommendation page and the Dubai Health Authority's medical fitness catalogue on 23 October 2026. On this page, in order: which categories need no capital, the two schedules that price the file, the AED 30,000 route and the clause that ends it, who nominates and what that costs, the student route, the bills on no golden-visa page, a ten-year total built from published lines, and where these routes are weakest.

What a UAE Golden Visa without investment actually means

The question behind this search is whether a ten-year residence can be had without moving capital, and on the published categories the answer is yes. The ICP golden residency guide lists investors, entrepreneurs, the first line of defence, scientists and specialists, humanitarian pioneers, outstanding students and exceptional talents, all of them at ten years and renewable. Only the investor rows name a sum you must put somewhere: AED 2 million in property or public investments, or a share in an establishment paying at least AED 250,000 a year in federal taxes.

Everything else is gated on something other than money. Scientists and specialists turn on a recommendation from a named council or ministry, or on a salary and an occupational classification. Exceptional talents turn on an award, an honorary position or a documented body of work. Outstanding students turn on a grade. The first line of defence carries no stated financial condition at all.

Two categories sit on the boundary and are worth reading carefully, because a provider can present either as capital-free when it is not. The entrepreneur row accepts a venture idea approved by an accredited incubator, the Ministry of Economy, the Authority or a relevant local authority as an alternative to AED 1 million of annual revenue or AED 7 million of previously sold ventures. Humanitarian pioneers accepts five years as a member or outstanding employee of a qualifying organisation, plus a university degree, as an alternative to a financial contribution of at least AED 2 million. In both, the capital-free limb is a judgement by a nominating body rather than a threshold you can meet by paying.

  • Capital-free on the ICP guide: scientists and specialists, exceptional talents, outstanding students, first line of defence.
  • Capital-gated: investors at AED 2 million in property or public investments, or AED 250,000 a year in federal taxes.
  • Boundary cases: entrepreneurs (incubator or ministry approval instead of AED 1 million revenue) and humanitarian pioneers (five years' service instead of an AED 2 million contribution).
  • Every one of these categories is published as ten years and renewable.

The two published schedules that price a no-investment file

There is no single price for this permit, because two authorities issue it and each publishes its own fees. The federal Authority for Identity, Citizenship, Customs and Port Security runs the service as Issuance of a Residence Visa for Individuals with Specialized Talents. Read on 23 October 2026, its schedule is three lines of AED 100: application, issuance and smart services. AED 300, at a stated two days, with valid UAE health insurance and a passport valid for at least six months as stated conditions, and a fine of AED 50 a day for overstaying.

GDRFA Dubai runs the parallel service as Issuing Golden Residence Permit (Specialized Scientists), and its page covers the skilled-worker category alongside the research ones. Its schedule is five lines: AED 1,100 for the residence permit, AED 500 as a fee within the country, AED 10 for the knowledge dirham, AED 10 for the innovation dirham and AED 20 for delivery. That is AED 1,640, at a stated expected completion of 48 hours, through the digital channels or an Amer service centre.

One line on the GDRFA page moves the total and does not resolve cleanly. It notes that the issuance fee increases by AED 100 for each year where the residency period is more than two years. Read as the eight years beyond the first two of a ten-year grant, that adds AED 800 and puts the block at AED 2,440 rather than AED 1,640. The page does not say whether AED 1,100 already reflects a ten-year term, and no other official page we read settles it. What a reader can hold us to is the reading we used and the arithmetic we showed.

  • Federal ICP, specialised talents: AED 100 application, AED 100 issuance, AED 100 smart services. AED 300 at a stated two days.
  • GDRFA Dubai, specialists and skilled workers: AED 1,100 + AED 500 + AED 10 + AED 10 + AED 20. AED 1,640 at a stated 48 hours.
  • GDRFA escalator: AED 100 for each year beyond two, so AED 2,440 across a ten-year grant on our reading.
  • Neither figure includes the Emirates ID, the medical fitness test or health insurance.

Fees are set by the issuing authorities and change without notice. Confirm every line against the authority's own service page before budgeting against it, and treat nothing here as a quotation or as advice on your eligibility.

The AED 30,000 salary route, and the clause that ends it

This is the route most people mean by a Golden Visa without investment, because it asks for a job rather than a nomination. GDRFA's conditions for specialists are a work permit under a valid employment contract, classification at the first or second professional level under the Ministry of Human Resources and Emiratisation scheme, a bachelor's degree or equivalent with a recognition report from the Ministry of Education, a monthly salary of approximately AED 30,000 or its foreign-currency equivalent, a valid practising licence where the profession requires one, and comprehensive health insurance for the applicant and family.

Abu Dhabi publishes the same bar with a harder document list. The Department of Economic Development's skilled-professionals page gives the duration as ten years and asks for an employment contract approved in the UAE, evidence that the position is classified as level 1 or 2 by the MoHRE scheme, an attested bachelor's degree, a practising licence where required, an employment certificate, and a salary certificate from the employer together with a bank statement for the last six months. Level 1 is managers and business executives; level 2 is professionals in sciences, engineering, health and education among other fields.

Now the part the commercial guides omit. GDRFA's additional information states that if the salary falls below AED 30,000 or the contract is cancelled, the Golden Residence Permit will be cancelled, and that the Authority reserves the right to take measures to ensure holders continue to meet the conditions throughout the permit's validity. It adds that final approval is subject to GDRFA's evaluation of the requirements and of the administrative and financial efficiency of the jobs and establishments involved. An investor's qualification is an asset; a salaried applicant's qualification is a job, and the permit follows the job.

  • Salary: approximately AED 30,000 a month, evidenced by a salary certificate and six months of bank statements showing the transfers.
  • Classification: first or second professional level on the MoHRE scheme, level one being managers and business executives.
  • Education: bachelor's degree or equivalent, with a Ministry of Education recognition report for a degree issued outside the UAE.
  • Also required: a practising licence where the profession needs one, and comprehensive health insurance for the applicant and family.
  • Stated consequence: the permit is cancelled if the salary falls below AED 30,000 or the contract is cancelled.

Nomination routes: the gate is free, the clock is not

On the talent routes there is no salary test, and the file does not start with a fee. It starts with a recommendation, and the ICP's own service page names the body for each category: competent government cultural authorities for arts and culture, the Ministry of Economy or the competent local authority for innovators and inventors, the General Sports Authority or local sports councils for athletes, the UAE Council for Artificial Intelligence and Digital Transactions for digital technology talents, and the competent federal or local authorities for exceptional talents generally. GDRFA's document list adds the Emirates Council of Scholars for accomplished scientists and researchers, the Ministry of Culture and Youth for senior scholars and religious leaders, the Ministry of Industry and Advanced Technology for elite industrial fields, the Ministry of Health and Prevention for elite health fields and the Ministry of Education for elite education fields.

The Ministry of Culture publishes what its side of that gate costs, and the answer is nothing. Its Golden Visa recommendation page covers cultural heritage, literature and publishing, visual arts and design, performing arts and theatre, and music, and states that applying for the recommendation letter is free of charge and there are no fees. The documents it asks for are a colour photograph, a passport copy, an Emirates ID copy if you have one, a CV with your prominent works and achievements, and a copy of a current residency visa if you hold one. An applicant outside the UAE needs a six-month visa application to complete the process.

Two things follow for the budget. A provider charging a premium to secure a nomination is charging for an outcome it does not control, on a step the ministry prices at zero. And a refusal is expensive in time rather than money: the Ministry of Culture requires a wait of at least six months before reapplying, which is the real cost of submitting a thin portfolio.

  • Arts and culture: competent government cultural authorities, with the Ministry of Culture recommendation published as free of charge.
  • Innovators and inventors: the Ministry of Economy or the competent local authority.
  • Athletes: the General Sports Authority or the local sports councils.
  • Digital technology talents: the UAE Council for Artificial Intelligence and Digital Transactions.
  • Scientists and researchers: the Emirates Council of Scholars, per GDRFA's document list.
  • A refused Ministry of Culture application waits at least six months before it can be filed again.

A nomination is a recommendation, not an approval: issuance stays the immigration authority's decision after its own verification. Confirm the nominating body for your own category on the ICP service page before paying anyone to assemble a portfolio.

Outstanding students, the cheapest route on paper

The student route is the only one where the qualifying evidence is something you already have or do not, with no salary and no nomination to arrange. The ICP guide sets three variants. A secondary-school applicant needs a Grade 12 certificate from a government or licensed private school with a minimum score of 95 per cent or its equivalent, attested by the Ministry of Education. A graduate of an international university needs an institution ranked among the world's top 100 under the ranking the ministry recognises, a bachelor's GPA of at least 3.5 or equivalent, graduation within the past two years and ministry attestation.

A graduate of a UAE university needs a bachelor's, master's or doctoral degree from a ministry-licensed institution in Category A or B, graduation within the past two years, ministry attestation, and a cumulative GPA of at least 3.5 out of 4.0 in Category A or 3.8 out of 4.0 in Category B. The two-year window is the condition most often missed in commercial summaries of this route, and it is not something a fee can solve.

What this route costs is mostly attestation and identity, not permit fees. The grade itself is free; the ministry attestation and, for a degree issued abroad, the recognition report are separate services billed per document, and the Emirates ID is billed by the length of the permit. Price the route from the document chain rather than from the visa line, and read our student-cost guide alongside this one if a graduate file is what you are building.

  • Secondary school: Grade 12 certificate, minimum 95 per cent or equivalent, Ministry of Education attestation.
  • International university: top-100 institution on a recognised ranking, GPA 3.5 or above, graduation within the past two years.
  • UAE university: Category A GPA 3.5 or Category B GPA 3.8 out of 4.0, graduation within the past two years, ministry attestation.
  • No salary condition and no nominating authority on this route, but the two-year graduation window is absolute.

The bills that appear on no Golden Visa page

The Emirates ID is a separate ICP service and it is priced by the length of the permit, not as a flat fee. The New Identity Card Issuance schedule charges AED 100 for each year of residence plus AED 100 in smart service fees, at a stated five days, so a ten-year golden residence card is AED 1,100 per person. On the federal route that single line is more than three times the entire permit fee that brought you there.

The medical fitness test is priced by how fast you want the result. The Dubai Health Authority's Medical Fitness Centres Service Catalogue, read on 23 October 2026, lists AED 250 for the regular service at 24 working hours, AED 700 for the express service at six working hours, AED 1,020 for the VIP service at two working hours and AED 700 at the Smart Salem centre for a result in about 30 working minutes, with separate lines of AED 300 and AED 750 for household domestic servants. It is the same certificate in every tier; the money buys the queue position. The catalogue also states that its fees exclude typing fees, which is where an Amer or typing centre charge enters a file without appearing on any authority's schedule.

Two more costs are real and we are not going to print a number for either. Recognition of a degree issued outside the UAE is a separate ministry service, and its service card did not display a fee schedule when we read it on 23 October 2026, so ask for the band that applies to your qualification level before you budget it. Health insurance is a stated condition on every route above, comprehensive and valid for the applicant and family, and no authority prices it because insurers do. Budget it per person for ten years rather than as a one-off line.

  • Emirates ID: AED 100 per year of residence plus AED 100 smart services, so AED 1,100 on a ten-year card, at a stated five days.
  • Medical fitness in Dubai: AED 250 regular, AED 700 express, AED 1,020 VIP, AED 700 at Smart Salem.
  • The DHA catalogue states its fees exclude typing fees, so an Amer or typing centre charge sits outside it.
  • Not priced here: the Ministry of Education recognition report band, and UAE-licensed health insurance.

The Emirates ID and the medical fitness test are billed per person rather than per file, so a family budget multiplies these lines, not the permit fee. Confirm the current tier prices on each authority's own schedule before you commit to a total.

Every route on this page requires valid comprehensive health insurance, and no visa fee schedule prices it. SafetyWing sells travel medical cover for the window while a file is in processing. It is not a UAE-licensed health policy, it does not satisfy the health insurance condition on any Golden Visa route, it has no bearing on eligibility or processing time, and it reduces no fee here. Budget the UAE-licensed policy separately and annually.

What a ten-year file costs without investment, line by line

Put the published lines together for one principal applicant and the federal route has a floor of AED 1,650: AED 300 for the specialised-talent visa, AED 1,100 for a ten-year Emirates ID and AED 250 for the cheapest medical tier. Take the Dubai route instead and the same three components come to AED 3,790 on our reading of the escalator, or AED 2,990 if GDRFA's AED 1,100 already covers a ten-year term. The permit is the part that changes; the identity card and the medical do not.

Set that against the route this site exists to price. Dubai Land Department prints AED 9,884.75 for the main applicant on its ten-year investor permit, so a talent or salary file on the federal route is roughly a sixth of the investor file's government charges, before anyone has put AED 2 million into a property. That gap is the honest headline of this query, and it is the one number almost no page on it publishes.

A family changes the arithmetic in a way that catches people out, because the lines that scale are not the permit. Each ten-year Emirates ID is AED 1,100, so a principal with a spouse and two children is looking at AED 4,400 of identity cards alone. Medical fitness applies per person aged 18 and over, from AED 250 each in Dubai at the regular tier. Health insurance is a policy per person for ten years. Dependant permits are their own service with their own published schedule, which differs by authority in the same way the principal's does, and we are not going to invent a figure for it here.

So the useful output of this page is not a total, it is a structure. Ask a provider to show you the authority it is filing with, that authority's fee lines, the escalator it applied, the medical tier it priced, each person as a row, and its own fee on its own row. A single number cannot be checked against anything.

  • Federal ICP route, principal only: AED 300 permit, AED 1,100 Emirates ID, AED 250 medical. AED 1,650.
  • GDRFA Dubai route, principal only: AED 2,440 permit on our reading, AED 1,100 Emirates ID, AED 250 medical. AED 3,790.
  • Dubai Land Department ten-year investor permit, main applicant: AED 9,884.75.
  • A family of four: AED 4,400 of Emirates ID cards alone, plus a medical per person aged 18 and over.
  • Excluded from every figure above: degree recognition, health insurance, dependant permits and any provider margin.

These totals are our addition from published lines, not a government figure and not a quotation. No fee table implies approval, and the decision on any application belongs to the issuing authority alone.

Where the no-investment routes are weakest

The weakness is conditionality, and it is written into the pages that grant these permits. On the salary route GDRFA states outright that the permit is cancelled if the salary falls below AED 30,000 or the contract is cancelled, and that it may act to ensure holders keep meeting the conditions for the whole validity period. It also lists, as a condition of retaining a golden residence, the ability to support oneself and one's family without needing government support. A redundancy and a pay cut are not the same risk on this route as they are on a property file.

On the nomination routes the weakness is the gate rather than the permit. No authority we read publishes a timeline for the recommendation step, so the stated 48 hours and two days price the counter, not the file, and the Ministry of Culture's six-month wait after a refusal is the longest clock on this page. The compensating benefit is real and published: GDRFA notes that golden residence holders are exempt from the 180-day stay-abroad rule, and that the permit lapses only if it expires while the holder is outside the country.

The last weakness is commercial. On a route with no capital test, the provider's fee is the only large number in the file, which is why this niche attracts claims that should not survive a reading of the official pages. The ICP said in July 2025 that reports of a Dh100,000 golden visa for particular nationalities were false rumours with no legal basis, and that no consultancy inside or outside the UAE has the authority to process a golden visa. Nothing on the schedules above can be bought faster by paying more, and the nomination that decides most of these files is priced at zero by the ministry that issues it.

  • Salary route: cancelled if the salary falls below AED 30,000 or the contract ends, with verification reserved for the whole validity period.
  • Retention condition on a golden residence: the ability to support yourself and your family without government support.
  • Nomination routes: no published timeline for the recommendation, and at least six months before a refused Ministry of Culture file can be refiled.
  • Published benefit: golden residence holders are exempt from the 180-day stay-abroad rule.
  • The ICP's July 2025 statement: no consultancy inside or outside the UAE has authority to process a golden visa.

Nothing on this page is immigration, tax or legal advice. Eligibility, fees and conditions are set by the issuing authorities, change without notice, and apply to your own circumstances in ways no guide can assess.

Common questions

Can I get a UAE Golden Visa without investing money?

Yes, on four of the published categories. The ICP golden residency guide gates scientists and specialists, exceptional talents, outstanding students and the first line of defence on employment, a recommendation from a named authority or an academic result, with no capital threshold. The investor categories are the ones that name a sum, at AED 2 million in property or public investments.

How much does a UAE Golden Visa cost without investment?

On published permit lines, AED 300 on the federal ICP route and AED 1,640 on the GDRFA Dubai route, with GDRFA adding AED 100 for each year beyond two, which puts a ten-year grant at AED 2,440 on our reading. Adding a ten-year Emirates ID at AED 1,100 and the cheapest Dubai medical tier at AED 250 gives a floor of AED 1,650 federally or AED 3,790 in Dubai for one applicant.

What salary do I need for a UAE Golden Visa without investment?

GDRFA and the Abu Dhabi Department of Economic Development both set a monthly salary of approximately AED 30,000 for the skilled-professional route, alongside classification at the first or second MoHRE professional level, a bachelor's degree or equivalent and a practising licence where the profession requires one. Abu Dhabi also asks for a salary certificate and six months of bank statements showing the transfers.

Can a UAE Golden Visa be cancelled if I lose my job?

On the salary route GDRFA states that the Golden Residence Permit will be cancelled if the salary falls below AED 30,000 or the employment contract is cancelled, and that it reserves the right to verify that holders continue to meet the conditions throughout the permit's validity. That condition is specific to the route the job qualified you for, and it is the clearest difference between a salaried file and an investor file.

Do I have to pay for a Golden Visa nomination?

The Ministry of Culture states that applying for its Golden Visa recommendation letter is free of charge and that there are no fees. No other nominating body we read publishes a fee for the recommendation either. A provider charging a premium to secure a nomination is charging for an outcome it does not control, and the ICP has said publicly that no consultancy has the authority to process a golden visa.

Is the talent route cheaper than the property route?

On published government charges, substantially. Dubai Land Department prints AED 9,884.75 for the main applicant on its ten-year investor permit, while the federal specialised-talent visa is AED 300 and the GDRFA specialists permit is AED 1,640 before the per-year increase. The investor route also requires AED 2 million of qualifying property or public investment, which the talent routes do not.

Is the Emirates ID included in the Golden Visa fee?

No. The Emirates ID is a separate ICP service priced at AED 100 for each year of residence plus AED 100 in smart service fees, at a stated five days, so a ten-year card is AED 1,100 per person. On the federal route that is more than three times the permit fee itself, and it is charged per card rather than per file, so a family of four adds AED 4,400.

What if I do not qualify for any no-investment Golden Visa route?

The Green Visa is the published five-year alternative, self-sponsored and set at a lower bar than the Golden Visa for skilled employees, freelancers and some investors. It is a different permit with its own conditions and its own fee schedule rather than a cheaper version of this one, so price it from the authority that would issue it. Our Green Visa cost guide covers the published lines.
