UAE Golden Visa Police Clearance Cost 2026: AED 220

The UAE Golden Visa police clearance cost is the easiest line in a provider quote to overcharge, because the applicant cannot tell whether the document is required at all. We went to the three authorities that actually issue golden residence and read their published document lists: Dubai Land Department asks for five documents, GDRFA Dubai asks for seven, and not one of them is a police clearance certificate. Meanwhile the federal portal that explains the certificate publishes no fee for it, Dubai Police’s schedule has not moved since February 2018, and the 2026 rule that genuinely creates the cost attaches to entry permits by nationality rather than to golden residence. We read the UAE government portal, the Dubai Land Department investor service, GDRFA Dubai’s specialists permit, the Ministry of Foreign Affairs attestation fee list, two corporate-immigration alerts from April 2026 and Gulf News’ Dubai Police fee table on 27 October 2026. On this page, in order: which authorities ask for one and which do not, what the certificate costs by authority, the entry-permit rule that does bite, why Dubai Land Department’s presence clause decides who it touches, the attestation chain that costs more than the certificate, the three-month validity that makes people buy it twice, what a family file adds, and how to price a quote that contains the line.

No golden residence document list we could find asks for one

Start where the money is actually collected, because that is where the paperwork is actually specified. Dubai Land Department’s Golden Visa investor service lists its required documents in five lines: a passport, availability of an e-Certificate of Title or title deed, a personal photo, a UAE ID if any, and a copy of the current residence permit if any. There is no sixth line, and a police clearance certificate is not one of the five.

GDRFA Dubai’s golden residence service for specialists is more demanding and still does not ask. It wants a passport copy, a valid UAE employment contract or a salary certificate, a monthly salary of at least AED 30,000, six months of bank statements showing the salary transfers, an academic certificate at bachelor’s level or above, a Ministry of Education recognition report for a foreign university, and a licence to practise where the profession requires one. Seven document lines, no criminal-record line.

The federal picture is thinner rather than contradictory. The UAE government portal’s golden visa page sets out the categories and their thresholds and does not publish a consolidated applicant document list at all, so there is nothing there to ask for a certificate or to rule one out. That absence is worth stating plainly, because it is the space the circulating advice fills.

  • Dubai Land Department, investor route: five required documents, none of them a police clearance.
  • GDRFA Dubai, specialists route: seven required documents, none of them a police clearance.
  • UAE government portal, golden visa: categories and thresholds, no consolidated document list.
  • What follows: a provider quoting the certificate as a golden-visa requirement is quoting something no golden-visa service page we read requires.

This is a reading of what three authorities publish, not a statement that no file will ever be asked for one. Authorities can and do request further documents case by case, and the entry-permit rule below is a real route by which the certificate enters a golden-visa file. Ask the authority handling yours.

What the UAE Golden Visa police clearance cost is, by authority

There are two issuers and they charge differently. Dubai Police handles Dubai; the Ministry of Interior handles Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain. Which one applies to you is decided by where you live, not by which golden-visa route you are on.

Dubai Police’s tiers, as Gulf News set them out on 2 October 2026 citing the force’s own schedule, are AED 100 for a UAE citizen, AED 200 for a UAE resident and AED 300 for an applicant outside the country, with AED 20 of knowledge and innovation fees on top. That makes AED 220 for a resident and a stated AED 320 from abroad. Applying in person at a service centre rather than through the app or website adds AED 100, and Dubai Police states that fees paid are non-refundable.

The federal service is cheaper and quicker. The Ministry of Interior issues a clear criminal record certificate through the MOI UAE app on UAE Pass for AED 100, normally within 24 hours. The gap between AED 100 federally and AED 220 in Dubai is not a discount anyone can elect into: it follows your emirate of residence.

  • Dubai Police, UAE citizen: AED 100 plus AED 20 knowledge and innovation.
  • Dubai Police, UAE resident: AED 200 plus AED 20, so AED 220.
  • Dubai Police, applicant outside the UAE: AED 300 plus AED 20, stated as AED 320.
  • Dubai Police, in-person at a service centre: AED 100 on top of the tier above.
  • Ministry of Interior, federal: AED 100, normally issued within 24 hours.
  • Dubai Police validity: three months from the date of issuance. Fees non-refundable.

The federal portal itself publishes no amount. Its police clearance page says fees “differ according to the language, the applicant’s nationality and the applicant’s current place of residence” and that “fees and time of the service are indicated in the service card”, which is why every figure circulating online is a secondary one. The tier above has not changed since Khaleej Times printed AED 100, AED 200 and AED 300 plus AED 10 knowledge and AED 10 innovation in February 2018.

The 2026 rule that does bite attaches to entry permits, not golden visas

Something did change this year, and it is being reported as a visa rule when it is narrower than that. Two corporate-immigration firms published the same alert within a week of each other in April 2026: Envoy Global on 7 April and the law firm Magrath Sheldrick on 14 April. Both describe a police clearance certificate now being required for new entry permit applications by nationals of sixteen countries, relayed through free-zone authorities and applied by the Federal Authority for Identity, Citizenship, Customs and Port Security together with selected emirate-level authorities.

The sixteen named are Afghanistan, Algeria, Bhutan, Bulgaria, Cameroon, Cuba, Egypt, Ghana, Indonesia, Iraq, Kenya, Mexico, Nepal, Nigeria, Sri Lanka and Uganda. The requirement is shaped by where the applicant is standing rather than by the permit they want, which is the detail most summaries drop.

Note what the alerts do not say. Neither names golden residence. Magrath Sheldrick is explicit that the notice does not state whether the requirement reaches all visa categories, and we found no page on the federal authority’s own site, the government portal or GDRFA publishing the nationality list. A phased expansion to forty-five nationalities circulates widely on consultancy and visa-agent sites; we could not source it to any government publication and are not repeating it as fact.

  • Applicant outside the UAE: home-country certificate, attested by the UAE Embassy, then attested by the UAE Ministry of Foreign Affairs.
  • Applicant inside the UAE on a tourist visa: the same chain as above.
  • Applicant inside the UAE on a cancelled residence visa: the certificate must be issued within the UAE.
  • Scope as published: new entry permit applications for the sixteen nationalities. Golden residence is not named either way.

These are law-firm alerts relaying a notice, not an official text, and they say so. Confirm your own nationality’s position with the authority handling your file or your typing centre before you buy a certificate or assume you do not need one.

Why “the applicant must be inside the UAE” decides who this touches

The entry-permit framing matters more than it sounds, because of a clause on Dubai Land Department’s own service page. Its investor service states that the applicant must be inside the UAE, that only the applicant may attend, and that representatives are not permitted. The four procedure steps run through a service centre: attend, submit and pay, take the medical examination at the centre, receive the permit by email.

A file filed that way is a change of status for somebody already in the country, not a new entry permit. The sixteen-nationality rule as both firms describe it is a rule about new entry permit applications, so on its published wording it does not reach the investor sitting in a Dubai service centre on a visa they already hold.

Where it does reach is the person who has to get into the country first, or whose residence permit has just been cancelled. For a cancelled-residence-visa holder the alerts are specific and, usefully, cheaper: the certificate must be issued within the UAE, which means the AED 220 Dubai Police line or the AED 100 federal one rather than the whole overseas attestation chain. That is the single most useful distinction in this topic and almost nobody draws it.

  • Dubai Land Department investor route: applicant must be inside the UAE, no representatives, medical taken at the centre.
  • Already resident, changing status: an entry-permit rule does not describe your file.
  • Arriving from abroad or on a tourist visa: the overseas chain, with two attestations.
  • Cancelled residence visa, still in the country: a UAE-issued certificate, so one domestic fee and no attestation.

Presence rules and permitted channels differ by authority and by emirate, and Dubai Land Department’s wording binds only its own service. Read the presence clause on the service page for the route you are actually filing.

The attestation chain costs more than the certificate

For anyone applying from outside the UAE, the certificate fee is the small half of the bill. The chain both firms set out has three steps: the home country issues the certificate, the UAE Embassy in that country attests it, and the UAE Ministry of Foreign Affairs attests it again on arrival in the system. Each step has its own fee and its own queue.

The UAE end is published and flat. The Ministry of Foreign Affairs charges AED 150 for an individual-affairs document, the category that covers personal-status papers such as certificates and reports, against AED 2,000 for a commercial document. Delivery is quoted separately at AED 40 normal or AED 150 express, excluding VAT. So the UAE-side attestation alone costs at least AED 190 and can reach AED 300 before the embassy leg or the home-country issuing fee is counted.

The embassy leg and the home-country fee are the parts nobody can tabulate for you, because they are set by each mission and each national police service in local currency. That is the honest answer, and it is also the reason a provider’s single all-in number for this line should be treated as a margin rather than a price.

  • UAE Ministry of Foreign Affairs, individual-affairs document: AED 150.
  • Delivery: AED 40 normal or AED 150 express, excluding VAT.
  • UAE-side floor for one attested certificate: AED 190, or AED 300 on express delivery.
  • Not priceable here: the home-country police fee and the UAE Embassy attestation in that country, both set locally.
  • Compare: a domestic certificate for someone already in the UAE costs AED 100 to AED 220 and needs none of this.

Attestation fees and delivery charges are published by the ministry and change without notice, and a mission abroad sets its own. Confirm both legs before budgeting, and see our attestation guide for the wider document chain.

Three months of validity is what makes people buy it twice

Dubai Police states that the certificate is valid for three months from the date of issuance. That is a short window to hang a residence application on, and it is the reason this line sometimes appears twice on a finished bill.

Read it against the timelines the authorities themselves publish. GDRFA Dubai puts expected completion on its specialists golden residence at 48 hours. Dubai Land Department’s investor service is four steps in a service centre. On those numbers the permit is faster than the certificate’s shelf life by a wide margin, and nobody buys it twice.

The window closes on the parts nobody publishes a duration for: assembling a six-month bank statement and an attested degree, waiting on a Ministry of Education recognition report, a nomination step on the routes that need one, or an embassy attestation queue in another country. Order the certificate first and spend eleven weeks on the recognition report, and you pay the AED 220 again.

  • Dubai Police certificate: valid three months from issuance, fees non-refundable.
  • GDRFA Dubai specialists golden residence: expected completion 48 hours.
  • Dubai Land Department investor service: four procedure steps at a service centre.
  • The risk is upstream: recognition reports, attestations and nominations carry no published duration.
  • Sequence to use: certificate last, once the slow documents are already in hand.

Validity periods are set by the issuing police authority and differ between the federal service and Dubai Police. Check the validity printed on your own certificate rather than assuming three months.

What a police clearance adds to a family file

Where a certificate is required, it is required of a person rather than of a file, so the line multiplies by head. That is easy to see against Dubai Land Department’s published family charges, which are themselves per-permit: AED 5,774.50 for a ten-year family residence permit, AED 318.75 to open the family sponsorship file, AED 5,774.50 for a parents permit, and AED 100 added for each sponsored person.

Set a worst case next to that. A principal, a spouse and two adult children in Dubai, each needing their own domestic certificate at AED 220, is AED 880 — real money, but small against the AED 9,884.75 the same authority prints for the main applicant’s ten-year investor permit. Make those four certificates overseas ones instead and the AED 190 UAE-side attestation floor applies to each, before any embassy or home-country fee, and the line stops being a rounding error.

There is a precedent for dependants being outside this kind of rule, and it is only a precedent. When the UAE required good conduct certificates for new employment visas in February 2018, the screening was reported as mandatory for the job candidate and not for dependants or family members, with tourists and students exempt too. That was a different rule in a different decade and it does not bind anyone now.

  • Dubai Land Department, ten-year family residence permit: AED 5,774.50.
  • Family sponsorship file opening: AED 318.75, plus AED 100 for each sponsored person.
  • Ten-year parents residence permit: AED 5,774.50.
  • Four domestic certificates in Dubai at AED 220 each: AED 880.
  • Four overseas certificates: at least AED 760 of UAE-side attestation on top of local fees.

The 2018 dependant exemption is history, not a current entitlement, and nothing we read publishes a dependant position on the 2026 entry-permit rule. Ask whether each family member needs one before paying for four.

How to price a UAE Golden Visa police clearance cost quote

Every figure above is public, so this line can be checked rather than trusted. Ask the provider one question first: on which authority’s document list does the police clearance appear for the route you are filing? Dubai Land Department’s five documents and GDRFA Dubai’s seven are on their service pages, and if the answer is the entry-permit rule, ask which of the sixteen nationalities applies and which of the three applicant situations you are in.

Then price it. A Dubai resident’s certificate is AED 220 and a federal one is AED 100, so a three-figure round number with nothing behind it is a margin. An overseas certificate carries at least AED 190 of UAE-side attestation, and the embassy and home-country legs should be quoted in local currency with the step each one pays for, not folded into a service fee.

Last, check the sequencing, because this is the one line where a competent adviser earns the fee. Three months of validity against an unpublished wait for a recognition report or an attestation queue is a real risk, and the adviser who tells you to order the certificate last is worth more than the one who orders it first and charges you twice. What nobody sells is the decision at the end.

  • The authority, in writing, and the line on its document list where this appears.
  • The tier: AED 220 Dubai resident, AED 320 from abroad, AED 100 federal, AED 100 more in person.
  • Attestation as its own rows: AED 150 individual-affairs, AED 40 or AED 150 delivery, embassy leg named separately.
  • One row per person, not one row per family.
  • The order of operations, with the certificate bought after the slow documents land.
  • The provider’s own fee on its own row.

Every golden residence route requires valid comprehensive health insurance, and no police clearance schedule prices it. SafetyWing sells travel medical cover for the window while a file is in processing. It is not a UAE-licensed health policy, it does not satisfy the health insurance condition on any Golden Visa route, it has no bearing on eligibility, approval or processing time, and it reduces no fee above. Budget the UAE-licensed policy separately and annually.

Common questions

Do you need a police clearance certificate for a UAE Golden Visa?

Not on the published document lists of the authorities that issue it. Dubai Land Department’s investor service lists five required documents and GDRFA Dubai’s specialists permit lists seven, and a police clearance is on neither. The route by which one can enter a golden-visa file is the separate 2026 requirement for new entry permit applications by sixteen nationalities, so the answer depends on your nationality and on whether your file needs an entry permit at all.

How much does a UAE police clearance certificate cost in 2026?

Dubai Police charges AED 100 for a citizen, AED 200 for a resident and AED 300 from outside the country, plus AED 20 in knowledge and innovation fees, so AED 220 for a resident and a stated AED 320 from abroad. The Ministry of Interior’s federal certificate is AED 100. Applying in person at a Dubai service centre adds AED 100, and the fees are non-refundable.

Why do online sources disagree about the fee?

Because the government does not publish one. The UAE government portal’s police clearance page says fees “differ according to the language, the applicant’s nationality and the applicant’s current place of residence” and leaves the amount to the service card, so every figure circulating is secondary. The Dubai Police tier itself has been stable: Khaleej Times printed the same AED 100, AED 200 and AED 300 plus two AED 10 fees in February 2018.

Which nationalities need a police clearance for a UAE entry permit?

Two corporate-immigration firms, Envoy Global on 7 April 2026 and the law firm Magrath Sheldrick on 14 April 2026, name sixteen: Afghanistan, Algeria, Bhutan, Bulgaria, Cameroon, Cuba, Egypt, Ghana, Indonesia, Iraq, Kenya, Mexico, Nepal, Nigeria, Sri Lanka and Uganda. Both relay a notice rather than an official text, and we found no government page publishing the list. A wider forty-five-nationality phased list circulates on consultancy sites and we could not source it to any official publication.

Does a Golden Visa applicant already in the UAE need an overseas certificate?

On the published wording, no. The requirement as both firms describe it applies to new entry permit applications, and Dubai Land Department’s investor service states that the applicant must be inside the UAE and that representatives are not permitted, which makes that filing a change of status rather than an entry permit. An applicant inside the country on a cancelled residence visa is told to obtain the certificate within the UAE, which costs AED 100 to AED 220 and needs no attestation.

How much does attesting a foreign police clearance certificate cost?

The UAE end is published: the Ministry of Foreign Affairs charges AED 150 for an individual-affairs document, with delivery at AED 40 normal or AED 150 express, excluding VAT. So the UAE-side floor is AED 190 per document. The UAE Embassy attestation in your own country and the home-country police fee are set locally and cannot be tabulated here, which is why a single all-in figure for this line should be questioned.

How long is a UAE police clearance certificate valid?

Dubai Police states three months from the date of issuance, and the fees are non-refundable. That is short enough to matter, because the slow parts of a golden-visa file — a Ministry of Education recognition report, an embassy attestation queue, a nomination step — carry no published duration. GDRFA Dubai’s specialists permit is expected to complete in 48 hours, so the sensible order is to buy the certificate after the slow documents are in hand, not before.

Was a good conduct certificate ever required for UAE visas before?

Yes, and it was switched off, which is why the advice online contradicts itself. The requirement applied to new employment visas from 4 February 2018, exempting dependants, tourists and students and residents switching jobs in the country. Khaleej Times reported that a Ministry of Foreign Affairs letter dated 29 March 2018, citing a cabinet decision, told embassies and consulates not to request it from work applicants from 1 April 2018, describing the requirement as temporarily suspended until further notice.
