UAE Golden Visa Rejection Cost 2026: What You Lose

A UAE Golden Visa rejection costs you the money you spent proving eligibility, not a headline application fee. The medical certificate, the Emirates ID charge, the degree recognition report and the provider fee are all spent before a decision exists, and no UAE authority publishes a refund rule for a rejected Golden Visa file. This page prices attempt one, prices attempt two, and separates the documents that carry over from the ones you buy again. On this page, in order: what a rejection actually costs, what no authority publishes about refunds, the fees you pay twice, why salary files fail on evidence, the job classification nobody sees coming, degree recognition timing, and how to read a provider quote when rejection is on the table.

The ICP's own Golden Residency page, the third source we checked. Eligibility and duration, and nothing about what happens to your money if the file is refused.
Screenshot of the UAE Government portal's Emirates ID page, listing related eServices to apply for a new ID card, renew an ID card and issue a replacement for a lost or damaged ID card, and stating that Emirates ID is an identity card issued by the Federal Authority for Identity, Citizenship, Customs and Ports Security and is a legal requirement for all UAE citizens and residents.
Emirates ID is charged per year of residence and is applied for separately. A refused Golden Visa does not discount it on the second attempt.

What a rejected Golden Visa actually costs you

Every guide to UAE Golden Visa rejection lists the reasons. None of them prices the outcome, which is the thing you actually want to know once a file has gone wrong. So we worked the UAE Golden Visa rejection cost from the published fee schedules instead of the reasons list, and the shape of it is unusual: almost nothing you lose is an application fee.

A Golden Visa file is judged on documents, and the documents cost money to produce before anyone decides anything. You pay for the medical fitness certificate, the Emirates ID, the degree recognition report, the translations and the provider who assembles it. Those charges are incurred at submission. A refusal arrives afterwards, which means the entire evidence budget is already spent by the time you learn the answer.

That is why the honest answer to what a rejection costs is a range rather than a number, and why it is mostly driven by the route you chose. A salary-route applicant with an unrecognised degree loses a different amount from a property investor whose valuation came in under the threshold, and a family application multiplies the per-person items by every person on it.

The useful way to think about it is to split the spend into three buckets: money that is gone, money you will pay again, and documents that survive to a second attempt. Most of the cost sits in the third bucket if you are careful, and in the first if you are not.

  • Gone at submission: medical fitness certificate, typing and application handling, provider professional fees.
  • Paid again on a resubmission: the medical certificate once it has expired, any urgent-service premiums, a second provider fee unless the engagement covers it.
  • Usually survives: the MOHESR recognition report, degree attestation, a translated and attested marriage or birth certificate.
  • Scales per person: medical and Emirates ID charges apply to each applicant and dependant separately.

No authority publishes a refund rule, and we checked three

The competing pages on this search are confident about refunds and appeals. We could not verify either claim at source. We read the UAE government portal's Golden Visa page, the same portal's general provisions for the residence visa, and the ICP's golden residency page. None of the three publishes a refund policy for a rejected Golden Visa application, and none publishes a fee-bearing appeal route for one.

That absence is worth stating plainly rather than filling with a plausible number. It means you should not plan around getting money back, and it means any provider who promises a refund is describing their own commercial policy, not a government one. Those are very different promises, and only one of them is enforceable against the authority that refused you.

It also means the practical remedy is usually resubmission rather than appeal. Where a refusal is driven by an evidence gap, a corrected file is a new application with the fee structure of a new application. Where it is driven by security or criminal grounds, the realistic position is that no amount of document work changes the outcome, and a provider who takes a fee to try anyway is selling you the attempt rather than the result.

Treat every figure a provider quotes you for an appeal as a figure they invented, until they show you the authority page it comes from. On this topic, the official pages are quiet, and quiet is information.

Rules and published fees in this area change, and an absence of published policy is not a promise that no policy exists. Confirm the current position with the ICP or GDRFA, or with a licensed provider, before relying on anything here.

The fees you pay twice on a second attempt

The medical fitness test is the clearest example of a cost that simply repeats. Dubai Health Authority publishes a screening schedule that runs from AED 250 for the regular service at 24 working hours to AED 1,020 for the VIP service at two working hours, with the widely quoted AED 700 sitting in the express band. Every applicant aged 18 and over pays it individually, dependants included.

If your first attempt used an express or VIP tier because a provider was chasing a deadline, a resubmission is where that premium hurts. The certificate is identical at every tier. You are buying hours, and a refused file has no deadline left to protect, so the AED 250 band is usually the rational choice second time around.

Emirates ID is priced differently but just as unforgivingly. The ICP charges AED 100 for each year of residence, which puts a 10-year card at AED 1,000 plus AED 100 in smart service fees, and a 5-year card at AED 500 plus AED 100. Urgent service adds AED 150 either way. Nothing in that schedule is discounted because a previous application failed.

Dubai Land Department prints AED 1,153 for the same 10-year card inside its published investor Golden Visa total of AED 9,884.75, which is a useful reminder that the authority route you use changes the arithmetic. If you switch route between attempts, re-price the whole file rather than assuming the old quote still applies.

  • DHA medical fitness: AED 250 regular at 24 working hours, around AED 700 express, AED 1,020 VIP at two working hours. Typing fees are excluded from DHA's published prices.
  • Emirates ID: AED 100 per year of residence, so AED 1,000 for a 10-year permit, plus AED 100 smart services, plus AED 150 if you take urgent service.
  • Household domestic staff carry an extra AED 50 for the pregnancy test on DHA's schedule.
  • A family of four on 10-year permits is roughly AED 4,400 in Emirates ID alone, before any medical charges.

Salary files fail on evidence, not on the number

The AED 30,000 figure is the most repeated number in this niche and the least useful one on its own. Abu Dhabi Department of Economic Development's skilled professional page sets a minimum monthly salary of AED 30,000 or equivalent for its 10-year route, and then sets four more conditions around it that decide whether the salary is provable.

The page asks for an employment contract approved in the UAE, a minimum educational level of bachelor's degree or equivalent, a bank statement for the last six months showing a monthly salary of no less than AED 30,000, and a valid practising licence in the UAE where the profession requires one, such as physician, pharmacist or teacher.

Read those together and the failure mode is obvious. An applicant earning AED 32,000 in total monthly compensation can still fail, because the number the bank statements show has to be the salary the contract describes. Where a package is built from a lower basic pay plus housing and transport allowances, the figures across the contract, the salary certificate and the statements stop agreeing with each other, and a reviewer has no way to reconcile them.

The fix is cheap if you do it before submission and expensive afterwards. Line the three documents up yourself and check that the same monthly figure appears on all of them for all six months. That costs an afternoon. Discovering it after a refusal costs the medical certificate, the provider fee and several weeks.

  • Minimum monthly salary of AED 30,000 or equivalent on ADDED's skilled professional route.
  • An employment contract approved in the UAE, not a foreign or unratified contract.
  • Six months of bank statements showing no less than AED 30,000 per month.
  • A valid UAE practising licence where the profession requires one.
  • A bachelor's degree or equivalent as the minimum educational level.

Job classification is the rejection nobody sees coming

This is the one we would check first, because it is invisible on a payslip and decisive on a file. ADDED's skilled professional criteria require the applicant to hold a role classified by the Ministry of Human Resources and Emiratisation's occupational classification scheme at Level 1, described as Managers and Business Executives, or Level 2, described as Professionals in the fields of Sciences, Engineering, Health, Education, Business and Management, Information Technology, Law, Sociology and Culture.

A job title is not a classification. Titles that sound senior in a company's internal language, such as consultant, advisor, specialist or lead, may map to a classification level that the route does not accept, and the applicant has no visibility of that mapping while they are collecting payslips. The salary can clear AED 30,000 comfortably and the file still fails on the classification line.

The money consequence is specific. Classification is set by the employment contract and the labour-side paperwork, so correcting it is not a document you buy. It can mean a contract amendment with an employer who has no particular reason to hurry, which puts the fix outside your control and outside your provider's.

That is why we would spend nothing on medicals, recognition reports or provider packages until the classification question has a written answer. It is the cheapest check in the process and the one most likely to make the rest of the spend pointless.

  • Level 1 covers Managers and Business Executives under MoHRE's classification scheme.
  • Level 2 covers Professionals in Sciences, Engineering, Health, Education, Business and Management, Information Technology, Law, Sociology and Culture.
  • Classification follows the contract and labour paperwork, so fixing it usually needs the employer, not a document fee.
  • Confirm the level in writing before paying for medicals or degree recognition.

Degree recognition is the slowest thing to get wrong

Education evidence is where a rejection stops being a money problem and becomes a calendar problem. The Ministry of Higher Education and Scientific Research runs a recognition service for higher education qualifications issued outside the UAE, and its service page lists purposes that include meeting visa or residency requirements. The published service time is 18 working days.

The fees are modest next to the delay. Report fees start at AED 100 for the diploma and bachelor's categories, with a qualification verification fee of AED 350 through an approved partner, and higher bands for a master's or doctorate. If you discover at refusal that your degree needed a recognition report rather than plain attestation, you have added most of a month to the timeline before you can resubmit.

The good news is that this is the bucket that survives. A recognition report is a durable document about your qualification, not about your application, so it carries to a second attempt and to a different route. Spending on it early is rarely wasted even if the first file fails for an unrelated reason.

Attestation and recognition are not interchangeable, and providers use the words loosely. Ask which one your route requires, because buying the wrong one is a cost with no salvage value at all.

MOHESR's bands and service times are published per qualification level and change. Check the current fee band for your own qualification on the service card rather than assuming the bachelor's figure applies.

Reading a provider quote when rejection is on the table

Most provider quotes in this market are priced as though approval were the only outcome. That is the single most expensive assumption in the process, and it is easy to test. Ask what happens to the fee if the file is refused, and ask it before you pay rather than after.

A fair engagement separates government and third-party charges from professional fees, and says explicitly whether a second submission is included or billed again. A weak one quotes a single bundled number, which conveniently hides both the medical tier it assumed and whether your money buys one attempt or two.

Be equally sceptical in the other direction. No provider can promise approval, and none can appeal a refusal made on security or criminal grounds. A provider who screens eligibility honestly, tells you the classification question is unresolved and declines to start until it is answered is worth more than one who quotes fast and submits faster.

One practical note on insurance, because it catches people between attempts. A UAE-licensed health policy is a residence visa condition, and you do not hold one while a file is unresolved. If you are travelling in that window, travel medical cover is a different product that bridges trips only.

SafetyWing sells travel medical cover for trips taken while a residence file is unresolved. It is not a UAE-licensed health policy, it does not satisfy the residence visa insurance requirement, it does not affect a Golden Visa decision or processing time, and it will not prevent or reverse a rejection. Budget for the UAE policy separately once a permit is issued.

Common questions

Do you get a refund if your UAE Golden Visa is rejected?

We could not verify a published refund rule. The UAE government portal's Golden Visa page, its general provisions for the residence visa, and the ICP's golden residency page do not publish a refund policy for a rejected Golden Visa application. Plan on the assumption that money spent on evidence is spent, and treat any refund promise as the provider's own commercial policy rather than a government one.

How much does a UAE Golden Visa rejection cost in total?

It depends on the route and the number of applicants, because the loss is the evidence budget rather than a single fee. On published schedules, a Dubai medical certificate is AED 250 to AED 1,020 per adult, Emirates ID is AED 100 per year of residence, and a MOHESR recognition report starts at AED 100 plus an AED 350 verification fee. Provider professional fees sit on top and are the largest variable.

Can you appeal a UAE Golden Visa rejection?

Several commercial guides describe an appeal to the relevant authority such as GDRFA, but we could not find that route published on the official pages we checked. In practice the remedy for an evidence-based refusal is a corrected resubmission, which is priced as a new application. Refusals on security or criminal grounds are generally not something document work can change.

Which documents carry over to a second Golden Visa attempt?

Durable documents about you tend to survive, while documents about the application do not. A MOHESR recognition report, a degree attestation and attested civil documents such as marriage or birth certificates normally carry over. The medical fitness certificate is the main item you buy again once it has expired, and Emirates ID charges are not discounted for a second attempt.

Why do salary-route Golden Visa applications get rejected at AED 30,000?

Usually because the figure is not provable in the form the authority asks for. ADDED's skilled professional route wants an employment contract approved in the UAE and six months of bank statements showing no less than AED 30,000 a month. Where a package is mostly allowances on a lower basic pay, the contract, the salary certificate and the statements stop agreeing, and the file fails on evidence rather than on income.

What is the MoHRE classification level and why does it matter?

It is the occupational classification the role sits in, and ADDED's skilled professional criteria require Level 1, Managers and Business Executives, or Level 2, Professionals in Sciences, Engineering, Health, Education, Business and Management, Information Technology, Law, Sociology and Culture. A senior-sounding internal job title can map to a level the route does not accept, which is why it is worth confirming in writing before paying for any document work.

Does a failed property Golden Visa application cost less?

Not necessarily, because the identity and medical charges are the same and the valuation work is additional. Since February 2026 the property route turns on a Dubai Land Department valuation confirming AED 2 million of total property value, mortgages included, with a no-objection certificate from the financing UAE bank. DLD's published total for its 10-year investor permit is around AED 9,884.75 for the main applicant, and a valuation that lands under the threshold does not refund the steps already taken.
