uae golden visa change of status cost
UAE Golden Visa Change of Status Cost 2026: AED 1,035
Changing status is the one Golden Visa cost that depends on where you are standing when the file goes in. GDRFA Dubai publishes AED 500 to register a status amendment, plus two statutory dirham fees and a AED 15 individual fee — then prints a separate line called 'Fee inside the country: AED 500' on the golden residence permit itself. The federal ICP prices the same move at AED 500 and itemises nothing on its Golden Residence block. Here is every published line, read on 13 October 2026.

What a UAE Golden Visa change of status costs in Dubai
Search the UAE Golden Visa change of status cost and every result hands back one number: AED 500, sometimes AED 640, sometimes AED 650. Dubai publishes two AED 500 lines, on two different services, and a quote built on one of them is AED 500 short before anybody has taken a medical test. That matters at the point of payment rather than later, because the amendment is the step that lets an approved applicant collect a ten-year permit without booking a flight. We read five authority pages for this article on 13 October 2026: GDRFA Dubai's Status Amendment service, its golden residence permit pages for investors and for specialised scientists, the federal ICP's Issuing Residency Permit service, and u.ae's general provisions for the residence visa.
On this page we work through it in order: what GDRFA charges to register the amendment, the second AED 500 that sits on the permit rather than on the amendment, what the federal ICP charges for the same move, the 60-day clock and the fine behind it, why provider quotes land on AED 640 or AED 750, what the fee does not buy, and how to price the whole thing without inventing a total.
Start with the definition, because it decides the number. A change of status — GDRFA calls the service Status Amendment, ICP calls it status adjustment — is the administrative step that converts the holder of one permit or entry visa into the holder of another without an exit and re-entry. It is not the Golden Visa fee, and it is not the Emirates ID. It is the surcharge for not leaving, and on a Dubai file it is charged twice under two different labels.
Added together, the two lines come to AED 1,035 on an individual Dubai file: AED 535 for the amendment, including the two statutory dirham fees and the AED 15 individual fee, and AED 500 for the line GDRFA prints as 'Fee inside the country' on the permit itself. Everything else on the invoice — the AED 1,100 permit fee, the medical, the Emirates ID, the typing centre's own charge — would be payable whether you stayed or flew.
- Registering Status Amendment fee (GDRFA Dubai): AED 500.
- Knowledge dirham and innovation dirham on the amendment: AED 10 each.
- Individual fee on the amendment: AED 15. Establishment fee: AED 50.
- Fee inside the country, printed on the golden residence permit: AED 500.
- Published total attributable to staying inside the UAE: AED 1,035.
Every figure in this article is a line we read on an authority page on 13 October 2026, not a provider estimate. Fees change without notice, and the authority's own page is the only version that counts on the day you pay.
GDRFA's status amendment is AED 500 and three smaller lines
GDRFA Dubai runs the amendment as its own service with its own fee block. The page describes it plainly — with the help of this service, the sponsored person's status within the country could be amended — and prints five fee lines: a registering status amendment fee of AED 500, a knowledge dirham of AED 10, an innovation dirham of AED 10, an individual fee of AED 15 and an establishment fee of AED 50.
The page does not say which of the last two applies to whom, and that is the one piece of arithmetic nobody can settle from the published text. Read as an individual file it comes to AED 535. Read as a file submitted through an establishment it comes to AED 570. Add both and the answer is AED 585, which describes a file that is simultaneously an individual and an establishment, and no line on the page supports that reading.
Two conditions sit underneath the fee, and they are conditions rather than steps: having a new visa, and cancellation of the previous residence permit. In plain terms, the amendment is the last move and not the first. The new entry permit has to exist and the old permit has to be gone before the AED 500 is payable at all, which is why a cancellation quote and an amendment quote are two different documents.
The service runs through two channels — the GDRFA website or smart application, or any Amer service centre — and the published expected completion time is 48 hours. The required documents are modest: copies of the sponsored person's and the sponsor's passports, a copy of the sponsor's residence permit, and copies of both the cancelled permit and the new entry permit.
- Published completion time for the amendment: 48 hours.
- Channels: GDRFA website or smart app, or an Amer service centre during normal hours.
- Conditions: a new visa must exist, and the previous residence permit must be cancelled.
- Individual file as published: AED 500 + AED 10 + AED 10 + AED 15 = AED 535.
Amer centres are private government-transaction offices. GDRFA's own AED 15 and AED 50 lines are the published service fees; what a centre charges on top of them is its own commercial price and is not published anywhere.
The second AED 500 is on the permit, not on the amendment
The line most quotes miss is not on the amendment page at all. GDRFA's golden residence permit pages carry a fee block of their own, and one of its entries is labelled 'Fee inside the country: AED 500'. It is the only line in that block whose label turns on where the applicant is, and it sits beside the permit fee rather than beside the amendment.
It is not a quirk of one category either. We read the investor page and the specialised scientist page side by side on 13 October 2026 and the block matches to the dirham: a residence permit fee of AED 1,100, a knowledge dirham of AED 10, an innovation dirham of AED 10, the AED 500 fee inside the country, and delivery at AED 20. The specialised scientist page writes the label 'Fee within the country' rather than 'Fee inside the country', which is the only difference between them. The top students and graduates page prints the same five lines again. All three then add the same note: the issuance fee increases by AED 100 for each year whenever the residency is over two years.
So the AED 1,640 of published permit lines that we have used in other guides on this site already contains the inside-the-country AED 500. That is the trap in reverse — a reader who adds AED 500 to AED 1,640 for staying put has counted it twice, and a reader who prices the amendment alone has not counted it once.
What no page states is whether the line comes off for an applicant who collects the permit on an entry permit from outside the UAE. The label says inside the country, GDRFA publishes no variant of the block without it, and we are not going to assert a discount that no authority page prints. If the quote in front of you assumes an exit and re-entry, that is the question to put to the provider in writing.
- Residence permit fee on all three golden categories we read: AED 1,100.
- Knowledge dirham AED 10, innovation dirham AED 10, delivery AED 20.
- Fee inside the country: AED 500, printed identically on investor, specialised scientist and top-student pages.
- Published permit lines together: AED 1,640, plus AED 100 for each year beyond two.
- Published completion time on the investor permit: 5 days.
AED 1,640 already includes the AED 500 inside-the-country line. Add the amendment's AED 535 and the published Dubai total for an in-country ten-year file is AED 2,175 before the AED 100-per-year uplift, the medical and the Emirates ID.
What the federal ICP charges for the same move
Outside Dubai the file goes to the Federal Authority for Identity, Citizenship, Customs and Port Security, and the picture is simpler and cheaper to describe. ICP's Issuing Residency Permit service states the rule in one sentence: it is required to submit a change of status request within the country for a fee of AED 500, after cancelling the previous residence permit and upon the issuance of a new visa or the presence of violations that need to be settled, in order to complete the residency procedures without the need to leave the UAE.
That is one line, not two. ICP's fee blocks print 'Status Adjustment - 500 AED' alongside application fees of AED 100, an issuance fee of AED 100 per year, a smart service fee of AED 100 and a financial security deposit fee of AED 20. There is no second inside-the-country surcharge anywhere in the schedule.
There is an oddity worth naming, because it is the sort of thing a provider quote papers over. ICP's fee blocks are category-specific, and the block for golden residence prints only three lines: application fees AED 100, new Golden Residence issuance for a ten-year duration at AED 100 per year, and smart service fees AED 100. The AED 500 status adjustment appears in other blocks on the same page and in the terms text that governs all of them — it is not itemised in the Golden Residence block itself. Read the terms paragraph and the fee is clearly payable; read only the block and you would not know it existed.
The published service completion duration is two days, against GDRFA's 48 hours for the amendment and five days for the investor permit. Both authorities route the request through their own smart services rather than requiring a counter visit, and ICP's channels are listed as the Smart Services website and the ICP smart app.
- ICP change of status within the country: AED 500, stated in the service terms.
- ICP application fees: AED 100. Smart service fees: AED 100.
- Golden residence issuance: AED 100 per year, so AED 1,000 across a ten-year grant.
- ICP Golden Residence fee block as published: AED 100 + AED 1,000 + AED 100 = AED 1,200.
- Published ICP service completion duration: 2 days.
The two AED 500 figures are the same fee at two authorities, not two fees to be added. A Dubai file pays GDRFA's tables; a file in another emirate pays ICP's. Which authority holds your residency file is the first question, not a detail.
The 60-day clock and the AED 50 a day behind it
A change of status is a deadline as much as a fee, and ICP publishes the deadline on the same page as the price. It is required that the foreigner's stay in the UAE does not exceed sixty days from the date of entry for the purpose of completing the residence issuance procedures. Miss it and, in ICP's words, the applicable overstay fines will be imposed on the applicant.
The fine is published too, in two places. ICP's own schedule prices expiry of the permitted stay period for the visa holder, or expiration of the entry visa, at AED 50 per day. u.ae's general provisions for the residence visa give the same number as the standardised rate across visit, tourist and residence visas, noting it replaced an earlier AED 25 per day for residence overstays.
Put the two together and the cost of a slow file is easy to size. A fortnight past the sixty days is AED 700, which is more than the amendment itself. A month is AED 1,500, which is more than the whole published Dubai in-country stack. This is the one number in this article that grows while you wait, and it is the reason the amendment's 48-hour completion time is worth protecting with complete documents rather than a resubmission.
The clock also explains why the cancellation condition bites. GDRFA will not register the amendment until the previous residence permit is cancelled, and cancellation carries its own grace period and its own fee lines, which we price separately in our cancellation guide. Sequencing those two steps badly is what turns a fee question into a fine question.
- Maximum stay to complete residence issuance: 60 days from the date of entry.
- Overstay fine: AED 50 per day, after the grace period for the relevant permit type.
- Two weeks late: AED 700. One month late: AED 1,500.
- u.ae also prices a different fine — AED 100 for every 30 days or less spent outside the country — on the entry permit for residents who have been away more than six months.
Golden residence holders are exempt from the usual six-month absence rule, which GDRFA states on the investor permit page and u.ae describes as the ability to stay outside the UAE for longer than the usual six months. That exemption applies once the permit exists; it does nothing for the 60-day issuance window.
Why provider quotes land on AED 585, AED 650 or AED 750
The commercial pages competing for this query are not inventing their numbers, but none of them shows the arithmetic. Of the three we read on 13 October 2026, two price the change of status at AED 500 and the third carries it as a variable line with no amount at all. One does print GDRFA's AED 500 inside-the-country fee, on a permit page, without ever connecting it to the change of status. None of the three links to the GDRFA service page that publishes the AED 500 amendment fee, and the AED 640 and AED 650 figures that circulate for this query sit on pages we did not read.
The gaps are explainable, and explaining them is cheaper than arguing about them. ICP's AED 100 smart service fee is a real published line, so AED 500 plus AED 100 plus a AED 50 e-service charge of the kind centres add is how an AED 650 figure gets built. The AED 585 variant is GDRFA's AED 500 plus both the AED 15 individual fee and the AED 50 establishment fee at once. The AED 600 to AED 750 all-in numbers that commercial pages quote add a typing or Amer centre's own margin, which is a commercial price rather than a government fee and is the one part of the stack that is not published anywhere.
That is the useful distinction for a reader with a quote in hand. Published government lines can be checked against a page with a URL; everything above them is somebody's service fee and is negotiable in a way the first group is not. A provider who cannot tell you which of the two your AED 750 is made of is quoting from a blog rather than a fee schedule.
Insurance is the other line that hides inside a change-of-status quote, because the window between a cancelled permit and a new one is exactly when a UAE-licensed policy may not be in force. That is a real exposure, and it is also where the honest version of a disclosure belongs rather than a sales line.
- AED 500: the published government fee at both authorities.
- AED 585: AED 500 plus both the individual and the establishment fee, read as one file.
- AED 650: AED 500 plus ICP's AED 100 smart service fee plus a AED 50 e-service charge.
- AED 600 to AED 750: government lines plus a typing or Amer centre's own commercial margin.
Published government lines can be checked against a page with a URL. Service fees cannot, which is why they are the only part of a change-of-status quote worth negotiating and the part a single headline figure hides.
SafetyWing sells travel medical cover for the window between a cancelled permit and a UAE-licensed policy taking effect. It is not a UAE-licensed health policy, it does not satisfy the health insurance requirement on any Golden Visa route, it has no bearing on eligibility, processing time or the status amendment itself, and it does not reduce any fee on this page. Budget the UAE policy separately and annually.

The AED 1,035 is a narrow purchase: it buys the right to complete the residency inside the country. Three further costs sit outside it, and all three are the applicant's whichever way the file is routed.
The medical fitness test is the first. It is a precondition of residence issuance rather than part of the amendment, it is priced by the health authority in the emirate where it is taken, and the tier you pay for is a function of turnaround rather than category. The Emirates ID is the second, charged per year of the permit's validity and issued by ICP regardless of which authority handled the visa. Health insurance is the third, and it is an annual premium rather than a one-off fee, required for the whole validity period rather than at submission.
There is a fourth, quieter cost: the typing centre. GDRFA's published AED 15 and AED 50 lines are service fees on the amendment itself, not the centre's price for handling it. On a file that already needs a cancellation, an amendment and a permit issuance, three small margins become a number worth asking about before you hand over a passport copy.
We price the first two separately on this site because they are the lines most often folded into a single service fee. The point of separating them is not tidiness: a quote that itemises them can be checked against a published schedule, and a quote that does not cannot be checked at all.
- Medical fitness test: priced by the emirate's health authority, by turnaround tier.
- Emirates ID: charged per year of validity, issued by ICP on every route.
- Health insurance: an annual premium, required across the permit's validity.
- Typing or Amer centre handling: a commercial price, published nowhere.
None of these three is reduced by a change of status, and none of them is avoided by exiting and re-entering instead. They are the cost of the permit, not the cost of where you stood when it was issued.
How to price a Golden Visa change of status without inventing a total
The method we use for this site works here with no modification, and it starts with a question about geography rather than money. Find out which authority holds the file. A Dubai residency file is GDRFA's, and GDRFA's two AED 500 lines apply; a file in another emirate is ICP's, and one AED 500 line applies. A quote that does not name the authority cannot be checked against anything.
Then separate the three groups. Government lines are the ones with a published page behind them: AED 500 for the amendment, AED 10 and AED 10 for the statutory dirhams, AED 15 or AED 50 for the service fee, AED 500 for the inside-the-country line on a Dubai permit. Pass-through costs are the medical, the Emirates ID and the insurance premium. Everything left over is a service fee, and a service fee is the only part of the invoice anybody can negotiate.
Finally, price the deadline rather than assuming it. Sixty days from entry, AED 50 per day afterwards, and a cancellation that has to complete before the amendment can start. If a provider's timeline leaves fewer than three weeks of slack against that window, the cheaper quote is the more expensive one.
What we will not do, and no honest guide should, is publish an all-in figure for a Golden Visa change of status. The published lines total AED 1,035 in Dubai and AED 500 federally. The rest depends on an emirate, a health authority's tier, a permit length and a centre's margin, and anybody quoting a single number for all of it is quoting a guess.
- Step one: establish whether GDRFA Dubai or the federal ICP holds the file.
- Step two: split the quote into published government lines, pass-through costs and service fees.
- Step three: check the 60-day window and the cancellation sequence before the price.
- Step four: ask for the page behind any figure that does not appear on this list.
Rules, fees and processing times in this niche change without notice and nothing here is immigration advice. Confirm every line against the authority page that publishes it, on the day you pay, before you rely on it.
Common questions
How much does a UAE Golden Visa change of status cost in 2026?
On a Dubai file, AED 1,035 of published lines: AED 535 for GDRFA's status amendment, which is AED 500 plus AED 10 knowledge, AED 10 innovation and a AED 15 individual fee, and the separate AED 500 'Fee inside the country' printed on the golden residence permit. Through the federal ICP it is a single published fee of AED 500. Both figures were read on authority pages on 13 October 2026 and exclude the medical test, Emirates ID, insurance and any centre's own service charge.
Why do two different AED 500 fees appear on a Dubai Golden Visa file?
They sit on two different services. GDRFA's Status Amendment service charges AED 500 to register the amendment, and GDRFA's golden residence permit pages separately print a line called 'Fee inside the country: AED 500' inside the permit's own fee block. One is the cost of the amendment, the other is a line on the permit, and a quote that shows only one of them is incomplete.
Can you change status to a Golden Visa without leaving the UAE?
The published pages describe exactly that procedure. ICP states that a change of status request within the country, for AED 500, completes the residency procedures without the need to leave the UAE, and GDRFA runs a Status Amendment service for the same purpose. Both require that a new visa exists and that the previous residence permit has been cancelled first. Approval remains the authority's decision in every case.
What does GDRFA require before it will register a status amendment?
Two conditions and four documents, as published. The conditions are having a new visa and cancellation of the previous residence permit. The documents are copies of the sponsored person's and the sponsor's passports, a copy of the sponsor's residence permit, and copies of the cancelled entry or residence permit together with the new entry permit. The published expected completion time is 48 hours.
How long do you have to complete the residence issuance after entry?
ICP publishes a limit of sixty days from the date of entry to complete residence issuance procedures, and says overstay fines are imposed if the permit is not finalised within that period. The fine is AED 50 per day after the grace period for the relevant permit type, which u.ae gives as the standardised rate for visit, tourist and residence visas.
Is the change of status fee cheaper than exiting and re-entering?
No published page settles that comparison, and we are not going to estimate it. The amendment's cost is published; the cost of an exit and re-entry depends on flights and on whether GDRFA's 'Fee inside the country' line comes off a permit collected from outside, which no authority page states either way. Ask the provider to put the answer in writing before choosing a route.
Does the AED 500 change of status fee include the Emirates ID or the medical test?
It does not. The medical fitness test is priced by the health authority of the emirate where it is taken, the Emirates ID is charged by ICP per year of the permit's validity, and health insurance is an annual premium required across the permit's validity. All three are payable whether the residency is completed inside the country or after an exit and re-entry.
Which authority handles a Golden Visa change of status?
GDRFA Dubai handles Dubai residency files through its Status Amendment service, available on its website, its smart app and at Amer service centres. The federal ICP handles files in the other emirates through its Smart Services website and app, with a published service completion duration of two days. Which authority holds the file determines which fee table applies.
