Three authorities issue this permit, and none of them charge the same
There is no single UAE Golden Visa for nurses cost, and the reason is structural rather than bureaucratic mischief. The endorsement that makes a nurse eligible comes from a health authority, and no health authority publishes a fee for giving it. The permit that follows is issued and priced by an immigration authority, and there are three of them, each publishing its own schedule and none reconciling itself against the others.
Put the three published numbers side by side and the spread is the whole story. The federal authority, the ICP, prices its specialised-talents service at three lines of AED 100. GDRFA Dubai prices a golden residence at AED 1,100 plus four smaller lines. Abu Dhabi's Department of Health, writing for the healthcare professionals it endorses, states a range that starts above both and roughly triples the Dubai figure at the top end.
So the first question to answer is not how much, it is who. Which authority issues your permit is decided by where you work and which body endorses you, and it moves that line on your budget by thousands of dirhams before a single one of the costs in the last section is counted.

Which door a nurse actually goes through
Four routes can put a nurse on a ten-year golden residence, and three of them begin with somebody else putting your name forward. That is the detail that makes the cost question answerable at all, because the three nomination routes have no published application fee and the fourth is gated by a salary figure rather than by a committee.
The first is the federal health-fields route. GDRFA Dubai's service for specialised scientists lists elite health fields as its own category, and the requirement list is three items long: a copy of the sponsored person's passport, a nomination letter from the Ministry of Health and Prevention or the relevant local authorities, and approval issued by the Federal Identity Authority. No salary figure appears in it. The second is Abu Dhabi's, where the Department of Health endorses the applicant and Abu Dhabi Residents Office issues. The third is the front-line route, and Abu Dhabi is blunt about how it works: the front-line golden visa is provided on a recommendation basis only by the Fakhr Al Watan Office, with nominations provided exclusively by that office in collaboration with the ICP. The UAE government portal frames the same category as humanitarian pioneers and frontline heroes, on a ten-year visa, evidenced by certificates of appreciation, humanitarian contribution documentation, or at least five years of service.
The fourth is the skilled-worker door, which asks for a monthly salary of no less than AED 30,000 and is dealt with further down this page. Notice what the first three have in common: you do not buy your way in, and you cannot open them yourself. Your employer, your regulator or a nominating office does, and until one of them acts there is nothing to price.

The doctors-and-scientists framing you see on the federal portal covers exceptional talent and rare specialisations as a single ten-year category. It names doctors explicitly; it does not name nurses, which is why the emirate-level criteria and the front-line route matter so much to nursing applicants.
The Dubai Health 15-year grant was an employer's decision, not a national rule
Almost every guide written for nurses since 2025 repeats a 15-year experience threshold as though it were an eligibility criterion. It is worth knowing exactly what it was, because budgeting against a rule that does not exist is how an application stalls.
On 12 May 2025, International Nurses Day, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum issued directives granting golden visas to nursing staff employed with Dubai Health who had served for more than 15 years. The Dubai Media Office quoted him saying that nursing staff are at the forefront of the healthcare system and serve as essential partners in realising the vision of a healthier society. Gulf News reported that more than 1,400 of Dubai Health's roughly 4,400-strong nursing workforce qualified, and that the organisation runs six hospitals, 26 health centres and 21 medical fitness centres.
That is a grant to the staff of one employer, announced on one day. It is not a published criterion at the ICP, at GDRFA Dubai or at Abu Dhabi's Department of Health, and none of those three lists 15 years of nursing experience as a threshold anyone can apply against. If you work for Dubai Health and you have crossed 15 years, your route runs through your employer. If you do not, the number has no standing in your file, and a consultant quoting it back at you as a qualification is quoting a news story rather than a rule.

Abu Dhabi: what the Department of Health endorses, and what ADRO charges
Abu Dhabi is the one emirate that writes its criteria and its price range on the same government site, and it is the most expensive of the three. The criteria page for elite specialists in health fields asks for four things: a minimum of five years' experience in the UAE, which it notes is applicable for technicians and assistant roles only, a valid practising licence issued by the Abu Dhabi Department of Health, a bachelor's degree or its equivalent, and endorsement by the Department of Health, obtained through the Tamm platform.
The Department of Health describes its own part of this narrowly, and the wording matters. When you meet the eligibility criteria, it issues a letter that can be presented to Abu Dhabi Residents Office along with other documents. It says plainly that issuance of a Golden Visa is at the sole discretion of ADRO, and that it will only facilitate a validation letter stating the licence status. An endorsement is evidence, not an approval.
Then come the figures, which are the ones nobody quotes: for applicants currently in the UAE the Golden Visa will cost between AED 2,800 and AED 3,800, and for applicants outside the UAE between AED 3,800 and AED 4,800, with cost depending on visa category and type of service. Applications are made in person at a Golden Visa processing centre — the Tamm Centre at Baniyas Tower or the Tas-heel Centre in the Musaffah industrial area are the two named — or by writing to ADRO. What you get for it is a ten-year residence visa, sponsorship of spouse, children and parents regardless of age, renewal while you continue to meet the requirements, and the ability to stay outside the UAE as long as the visa is valid.

Dubai and the federal route: AED 1,640 against AED 300
For a permit issued in Dubai, GDRFA publishes an itemised schedule rather than a headline price. The residence permit fee is AED 1,100. A Knowledge Dirham of AED 10 and an Innovation Dirham of AED 10 are added, with a fee inside the country of AED 500 and delivery at AED 20. Those lines come to AED 1,640 as listed, and one footnote moves the total: GDRFA notes that the issuance fee increases by AED 100 for each year where the residency period runs beyond two years. A golden residence is a ten-year permit, so any quote printing AED 1,640 as a final figure has skipped the note printed under it.
The service is fast once the nomination has done its work. GDRFA puts expected completion at 48 hours, with the digital channel available 24/7 and Amer service centres open during working hours. The centre route adds a typing or handling fee that GDRFA does not publish, because the centre charges it rather than the authority.
Outside Dubai the permit is issued by the ICP, whose service for individuals with specialised talents is described as issuing a visa for exceptional talents to complete the procedures for obtaining the golden residence for a period of ten years. It publishes three fee lines: application AED 100, issuance AED 100, smart services AED 100. That is AED 300, completed in two days through the ICP smart app or smart services website. Its document list is a passport, a personal photo and a government recommendation or approval from the relevant federal or local authority — which is precisely what a health authority's nomination letter is. Two conditions sit above the fees: valid health insurance within the UAE, and a passport valid for no less than six months. The gap between AED 300 and AED 1,640 is not a discount anyone is offering you; it is two authorities publishing two schedules built differently.

The AED 30,000 salary door, and why most nurses are not behind it
There is a route into a golden residence that needs nobody's nomination, and understanding it is what makes the endorsement routes worth the paperwork. GDRFA's specialists conditions are numeric and specific: a work permit against a valid employment contract, classification as a skilled worker at the first or second professional level under the Ministry of Human Resources and Emiratisation scheme, a bachelor's degree or better with a recognition certificate from the Ministry of Education, a licence to practise where the profession requires one — GDRFA names physician, pharmacist and teacher in that list — and a salary of not less than approximately AED 30,000 a month.
Abu Dhabi's version of the same door, filed under skilled professionals, adds the documentary proof. It asks for employment in the UAE, a role classified at level 1 for managers and business executives or level 2 for professionals in sciences, engineering, health and other listed fields, a bachelor's degree or equivalent, a practising licence where the profession requires it, and a salary certificate alongside six months of bank statements showing a monthly salary of no less than AED 30,000.
AED 30,000 a month is AED 360,000 a year, and it is a threshold written for consultants and department heads rather than for ward nursing. The UAE publishes no official salary statistic for nursing, so treat any range a recruiter quotes you as an estimate rather than a fact — but the existence of the health-fields and front-line routes is itself the answer to whether the profession generally clears this bar. There is a second reason to prefer an endorsement where you can get one. GDRFA states on the same page that if the salary falls below AED 30,000 or the contract is cancelled, the golden residence permit will be cancelled. A permit granted against an endorsement is not pinned to a payslip in the same way.

The salary route and the endorsement route are assessed differently and cancelled differently. If you qualify on both, it is worth asking which one your file is being submitted under, because only one of them ties your residence to your next payslip.
The costs that are on nobody's visa fee table
None of the three schedules above is an all-in price, and what they leave out is not small. The medical fitness test is the clearest case: it is a residence permit requirement rather than a golden visa line item, so the health authority prices it. Dubai Health Authority publishes AED 250 for the regular service at 24 working hours, AED 700 for express at six working hours, AED 700 at a Smart Salem centre for a result in about 30 minutes, and AED 1,020 for the VIP service at two working hours. The certificate is identical in every tier; what you are buying is turnaround.
The Emirates ID is the cost that scales, and on a ten-year permit it is the one that hurts. The ICP prices the card at AED 100 for each year of residence, plus AED 100 in smart service fees, with urgent handling at AED 150. On a ten-year permit that is AED 1,100 per person — more than three times the ICP's entire permit fee, and within touching distance of GDRFA's whole Dubai schedule. Everyone on the file gets their own card and pays their own line.
Three more sit behind the criteria rather than in the fee tables. Comprehensive health insurance valid in the UAE is a stated condition on every route here, and it is charged on the insurer's cycle rather than the permit's. Your professional licence is a precondition, priced by the regulator that issues it; no immigration schedule contains it, and an endorsement cannot be issued against a lapsed one. Degree recognition is the one most likely to catch a nurse trained abroad: GDRFA's specialists list calls for a Ministry of Education recognition report where the qualification came from a university outside the UAE. Add the typing or handling fee at an Amer, Tamm or Tas-heel centre, which no authority publishes, and the gap between the fee table and the bank statement is complete.

Everything that takes real time happens before that: assembling licence and degree evidence, getting a regulator to look at it, and waiting for an endorsement that no published service-level commitment covers.
Nor does an endorsement settle the question. Afterwards the permit is renewable while you continue to meet the requirements, and a golden residence holder is exempt from the 180-day stay-abroad rule, with the permit void only if it expires outside the country. One small trap sits at the join: the ICP lists a fine of AED 50 per day where a permitted stay expires, which is worth knowing if you are moving off an employer-sponsored visa and the timing slips between the two.
