UAE Blue Visa Cost 2026: Priced From Published Fees
The Blue Residence is the UAE's third long-term residence, a 10-year permit for people who have contributed to environmental protection and sustainability. ICP documents it thoroughly: five target categories, the exact evidence each one needs, the family members you can bring, and the conditions for keeping it. Its own application steps say pay the fees, twice, and it publishes no fee amount anywhere. So the UAE Blue Visa cost has to be assembled from the federal residence lines ICP does publish, and the result is not what the advisory guides quote.




ICP documents the Blue Residence in full and prices none of it
Search for the UAE Blue Visa cost and you get ranges, not numbers. Two of the advisory guides ranking for the term put the same 10-year permit at AED 2,500 to AED 3,500 and at AED 6,000 to AED 9,000, a gap of roughly three times, and neither traces a single line back to a government page. That is a real amount of money to be uncertain about before you have even worked out whether you qualify.
The short version is that no UAE authority publishes a Blue Residence fee table. We read the ICP Blue Residence guide, the official portal's Blue visa page and the Ministry of Climate Change and Environment's launch announcement before writing this, and none of the three states an amount. ICP's own submission steps are the sharpest illustration: both routes, self-application and nomination by the relevant authorities, list a step that reads pay the fees, and the page never says what they are.

What ICP publishes: five categories, five different bars
The Blue Residence launched in 2024 and is described by ICP as a 10-year renewable residence granted to people who make exceptional contributions to environmental protection and sustainability, inside the UAE or internationally. The Ministry of Climate Change and Environment announced the first phase at the World Governments Summit on 11 February 2025, with 20 sustainability thought leaders and innovators receiving the visa, and ICP's director-general said the service would be available around the clock through the Authority's website and app.
What makes the category list worth reading closely is that the five routes are not variations on one another. Environmental and sustainability influencers are asked for proof of membership and participation in environmental initiatives, official letters, membership certificates, recommendation letters, accreditation from relevant organisations, evidence of awards, and proof of financial support of no less than AED 1 million together with reports confirming how that support was used. Scientists and researchers need a nomination from the UAE Council of Scientists, a master's degree or PhD in an environmental or energy-related field from an internationally ranked university, and recognised scientific indicators such as FWCI or h-index backed by Scopus reports.
Investors and entrepreneurs must invest in high-value environmental projects with fully owned capital of no less than AED 2 million, register the project as an SME, achieve annual revenues of no less than AED 1 million, and obtain approval from the relevant authorities. Inventors and innovators need a patent in the environmental field, evidence of its added value and a recommendation from the relevant authorities. Elite specialists in environmental organisations need a nomination from the relevant authorities, a leadership or specialised position, at least a bachelor's degree and nomination letters from their employer.

These conditions are the ones published on the ICP Blue Residence guide, last updated 20 August 2026. Eligibility in this area is set by the authorities and changes without notice, so confirm the current wording on the category that applies to you before relying on any threshold above.
Three of the five categories carry no capital threshold at all
This is the part that matters most to anyone comparing the Blue Residence against a Golden Visa, and it is the part the advisory guides flatten into a single sentence about no investment required. Read the five categories side by side and three of them ask for no money whatsoever: scientists and researchers, inventors and innovators, and elite specialists in environmental organisations. What they ask for instead is a nomination and a credential.
Compare that with the Golden Visa category table on the official portal, updated 28 July 2026, where the investor routes turn on a minimum capital of AED 2 million, property ownership, or a contribution to an establishment paying at least AED 250,000 annually in taxes. A scientist with a PhD from a ranked university, a published record and a UAE Council of Scientists nomination reaches a 10-year UAE residence through the Blue route without owning anything. That is a genuine structural difference between the two programmes, and it is about qualification rather than about price.
The nomination requirement is the catch, and it is not a small one. Two of those three routes are gated on a nomination you cannot buy: the UAE Council of Scientists for researchers, and the relevant authorities plus an employer's letter for elite specialists. A provider can prepare the file and cannot supply the nomination. When a quote for one of these categories is priced like a transaction, that is the line to interrogate first.

- Inventors and innovators: no capital requirement. A granted environmental patent and a recommendation instead.
- Elite specialists: no capital requirement. A nomination, a leadership or specialised position and a bachelor's degree instead.
- Golden Visa investor routes, by contrast: minimum capital of AED 2 million, or property ownership, or AED 250,000 a year in taxes.
- A nomination is not something a provider can supply, whatever the quote says it covers.
No capital threshold is not the same as no cost. Every applicant still pays the federal residence lines below, and every applicant still needs valid health insurance and a medical fitness certificate before the permit issues.
The two categories that do carry a number
The influencer route is the one most often described as the open door, and it is the one carrying a threshold that almost nobody reproduces. ICP's requirement list for environmental and sustainability influencers includes proof of financial support of no less than AED 1 million, proof of accreditation for the supported projects, and reports confirming that the support was actually used. That is a philanthropic bar rather than an investment one, and it is not visible on any of the guides we read for this article.
The investor and entrepreneur route carries three numbers rather than one. The capital must be no less than AED 2 million and must be fully owned, so a leveraged position does not qualify the way it can on the Dubai property Golden Visa route since the February 2026 change. The project has to be registered under the small and medium-sized enterprises category. And it has to achieve annual revenues of no less than AED 1 million, which is an operating test, not a purchase test.
That last distinction is worth sitting with. A property Golden Visa is satisfied by owning an asset; a Blue Residence investor route is satisfied by running a business that earns. The evidence burden differs accordingly, and so does the time it takes to be able to file at all. If a provider quotes the same fee for both, they are quoting the paperwork, not the route.

The federal fee lines that actually price a Blue Residence file
A Blue Residence is issued by the Federal Authority for Identity, Citizenship, Customs and Port Security, and ICP is the one body in this chain that publishes numbers. They are spread across individual service pages rather than gathered into a schedule, which is presumably why so few quotes cite them, but they are specific and they are public.
The renewal of residency permits service publishes application fees at AED 100, a renewal fee of the residence permit per year at AED 100, and smart service fees at AED 100, with a stated service completion duration of two days. The New Identity Card Issuance service publishes, for residents, fees for issuing a new identity card per year of residence at AED 100 plus smart service fees of AED 100, with a stated duration of five days. The same page publishes an urgent service at AED 150 against its citizen and GCC citizen lines, available only at the Authority's service centres.
Read the two pages together and the skeleton of any UAE residence bill becomes legible: two authorities' worth of process, two applications, both priced per year of the permit, both carrying a separate AED 100 smart service fee. Nothing on either page is specific to the Blue Residence, the Golden Residence or the Green Residence. The residence type changes who may apply and for how long; it does not appear to change the published unit price.

The ICP page quoted here is the renewal of residency permits service. ICP does not publish a consolidated Blue Residence issuance schedule, so a first application priced from these lines is an estimate built on the published per-year structure rather than a quoted price. Confirm the applicable service and fee with ICP before committing to a figure.
Ten years is the multiplier, and it changes the answer
Almost every fee attached to a UAE residence permit is charged per year, which means the term is not a detail on a quote. It is the multiplier. On the published Emirates ID line of AED 100 per year of residence, a 10-year Blue Residence costs AED 1,000 where a five-year permit costs AED 500, for an identical card produced by an identical process.
That produces a result worth stating plainly, because it runs against how the Blue Residence is usually sold. On published government lines, a 10-year permit is the most expensive UAE residence to process, not the cheapest. The official portal's Golden Visa table, updated 28 July 2026, puts real estate investors and entrepreneurs on five years, and public investors, exceptional talent, humanitarian pioneers and frontline heroes on ten. A Blue Residence sits with the ten-year group on both the permit and the card.
So the honest framing of the Blue Visa's cost advantage is not that the fees are lower. It is that three of its five categories ask for no capital, so the qualifying cost can be nil where a Golden Visa route asks for AED 2 million. The processing cost, meanwhile, is at the top of the range precisely because the permit lasts the longest. Those two facts point in opposite directions and both are true.

The Blue Residence family permits run for the same 10-year period as the sponsor's, which means the per-year multiplier applies to every member of the household, not only to the main applicant. Budget the Emirates ID line per person before comparing any provider's household total.
Why two published quotes for the same visa differ by three times
Set the two ranges we started with next to each other and the difference is not arithmetic, it is scope. The lower guide, at AED 2,500 to AED 3,500, excludes health insurance and prices a visa application at AED 1,150 to AED 1,350, a medical fitness test at AED 320 to AED 500 and an Emirates ID at AED 370 to AED 570. The higher guide, at AED 6,000 to AED 9,000, adds an application processing line of AED 2,000 to AED 3,000 and a visa stamping line of AED 600 to AED 1,000 that the lower one does not carry at all.
Two figures circulate particularly widely and we could not find either on an ICP page: a nomination fee of AED 350, and an entry permit fee of AED 1,250 for applicants outside the country. ICP does publish the six-month multiple-entry entry visa as a Blue Residence benefit, renewable for a similar period to complete the procedures, and publishes no amount against it. We are not saying those numbers are wrong. We are saying we could not verify them, and neither can you.
The one line in these ranges that is genuinely published is the medical test, and it is published by the health authority rather than by ICP. Dubai Health Authority's medical fitness catalogue runs from AED 250 for the regular service at 24 working hours to AED 700 for the express service and AED 1,020 for the VIP service. The certificate is identical in every tier. What the extra money buys is turnaround time, which is why a quote showing AED 700 for a medical test is showing you a speed choice somebody made on your behalf.

They are included because a reader comparing quotes deserves to know where the spread comes from. Treat every figure on this page as a planning estimate and confirm current fees with ICP and the relevant health authority.
Family, domestic workers and the conditions for keeping it
The Blue Residence household rules are more generous than most readers expect, and they are published plainly. ICP states that residence permits are granted to family members — spouse, children regardless of age, and parents — for a period of 10 years, renewable. Holders can sponsor domestic workers. If the sponsor dies, dependent family members may remain in the UAE for the remainder of the residence validity period. The residence itself runs for 10 years, renewable, without the need for a sponsor inside the UAE.
One provision deserves more attention than it gets: ICP states that a Golden Residence may be converted to a Blue Residence upon meeting the eligibility requirements. For an existing Golden Visa holder whose work has moved into environmental or sustainability territory, that is a route between programmes rather than a fresh start, and it is stated on the Authority's own page rather than inferred from one.
Keeping it is conditional in three ways, all of them published: the ability to provide financial support, valid health insurance, and continued fulfilment of the requirements that qualified you. The health insurance condition is the one with a recurring price attached, and it is the one most quotes leave out of the total, because it is bought from an insurer rather than paid to an authority.

What happens if I stop meeting the Blue Visa requirements?
