UAE Golden Visa Parents Cost 2026: The Fee Lines

Every page we read on the UAE Golden Visa parents cost gives a different number, and not one of them cites a fee schedule. One puts the total at AED 24,880 to AED 47,800. Another says family sponsorship is completely free and then charges AED 300 to AED 500 a head two screens later. A third attaches a salary threshold of AED 5,000 a month to parents without naming the authority that publishes it. There is a published figure, and it has been sitting on a government e-service page the whole time: Dubai Land Department prices a parents residence permit on the investor Golden Visa file at AED 5,774.50 for ten years, with AED 100 added for each sponsored person. We read that fee table, the Federal Authority for Identity, Citizenship, Customs and Port Security guide to Golden Residency, its residency-permit service card and its Emirates ID fee list, and the federal portal page that sets out who an ordinary resident may sponsor, and priced this from those four rather than from a provider quote. On this page, in order: what the parents file actually costs on the published lines, why parents are a benefit of the Golden Residency rather than a family-sponsorship right, the per-year fee architecture that makes a ten-year permit cost what it does, the dependency certificate that decides the file, the health cover that keeps coming back every year, what the salary-threshold claims are worth, how two parents stack into one set of totals, and how to price this without inventing a number.

What the UAE Golden Visa parents cost is on the published lines

The UAE Golden Visa parents cost has one published anchor, and it is easy to miss because it sits inside a property service rather than an immigration one. Dubai Land Department runs the investor Golden Visa application as an e-service, and at the bottom of that page is a fee table. Below the main applicant total it lists a family residence permit for ten years, a parents residence permit for ten years, and a per-head line that applies to both.

Those three rows are the whole of what any authority publishes about the price of putting a parent on a Golden Visa file. The parents permit is AED 5,774.50 for a ten-year term. The family permit covering a spouse and children is the identical AED 5,774.50, with a further AED 318.75 to open the family sponsorship file. Each sponsored person adds AED 100.

Set that against the main applicant, which DLD itemises properly: AED 700 for the medical examination, AED 1,153 for a ten-year Emirates ID, AED 2,856.75 to confirm the residency permit for ten years, AED 4,020 of Dubai Land Department fees and AED 1,155 of administrative fees, for a published total of AED 9,884.75. The main applicant gets five rows. The parents get one.

DLD gives the service time as 7 to 10 business days and requires the applicant to be inside the UAE. It also states that only the applicant may attend, that escorts cannot attend and that representatives cannot apply on the applicant behalf, which is worth knowing before you pay someone to stand in a queue for you.

  • Parents residence permit, 10 years: AED 5,774.50, as published by Dubai Land Department.
  • Family residence permit for spouse and children, 10 years: AED 5,774.50.
  • Family sponsorship file opening: AED 318.75, charged on the family permit rather than the parents permit.
  • Added for each sponsored person: AED 100.
  • Main applicant, 10-year permit, for comparison: AED 9,884.75 across medical AED 700, Emirates ID AED 1,153, residency confirmation AED 2,856.75, DLD fees AED 4,020 and administrative fees AED 1,155.
  • Not published anywhere we looked: whether the parents figure is per parent or per file, and whether it carries the medical and Emirates ID lines.

A bundled figure hides which charges sit inside it. The main applicant total plainly includes a medical test and an Emirates ID card; whether the AED 5,774.50 parents figure carries those same two items or bills them on top is not stated on the page. We are not going to guess at it, and neither should a provider quoting you a total.

Parents are a Golden Visa benefit, not a family-sponsorship right

This is the part the commercial pages skip, and it reframes the whole salary argument. On the ordinary resident route, parents are not eligible at all. The federal portal sets out who an expatriate resident may bring in, and the list is a spouse, unmarried daughters, sons under 25 years old, and children with special needs. ICP repeats the same list on its residency-permit service card under the family of a foreign resident, adding only that Green Residence holders may also sponsor first-degree relatives.

So the question is not whether a Golden Visa holder is exempt from the parent rules. There is no ordinary parent route for an expatriate resident to be exempt from. What exists instead is a benefit attached to the Golden Residency itself. ICP lists among the key benefits of Golden Residency the ability to obtain residence permits for spouses and children, regardless of their age, as well as for parents.

That single clause is doing a lot of work. It is why a parent permit is available to a Golden Visa holder and not to a colleague on an employment visa. It is also why the salary thresholds that dominate the search results are beside the point: those figures belong to the family-of-a-foreign-resident route, which does not reach parents in the first place.

ICP adds one protection that no commercial page we read mentioned. If the sponsor dies, sponsored family members may remain in the UAE for the duration of the validity of the residence permits granted to them. On a ten-year household that is a materially different position from a one-year dependent permit, and it is a reasonable thing to ask a provider to point to on the authority page rather than describe in their own words.

  • Ordinary expatriate resident sponsorship, per the federal portal: spouse, unmarried daughters, sons under 25, children with special needs. Parents are absent.
  • Green Residence holders: ICP notes they may also sponsor first-degree relatives.
  • Golden Residency, per ICP: residence permits for spouses and children regardless of age, and for parents.
  • On the death of the sponsor: ICP states sponsored family members may remain for the validity of their own permits.
  • What this means in practice: the parent permit stands on the Golden Residency, so the thresholds written for employment-visa families do not describe it.

Rules and published fees in this area change, and the pages we read are dated to October 2026. Nothing here is legal or immigration advice, and no figure is a promise about a fee, a permit term or an approval. Confirm the current conditions with ICP or the relevant emirate authority before you rely on any of it.

The ICP fee architecture, and why ten years multiplies it

DLD gives you a bundled parents figure. ICP gives you the architecture underneath, and once you see it the AED 5,774.50 stops looking arbitrary. Almost every federal line on a residence file is charged per year of the permit rather than per permit.

On the residency-permit service card, ICP lists an application fee of AED 100, issuance of the residence permit at AED 100 per year, and a smart service fee of AED 100. The Golden Residence block repeats the same shape: application AED 100, Golden Residence issuance for a ten-year duration at AED 100 per year, smart service AED 100. The Emirates ID fee list does the same thing for cards, charging residents AED 100 per year of residence plus AED 100 of smart service fees.

Put those two per-year lines together and a ten-year permit carries AED 1,000 of permit issuance and AED 1,000 of card fees per person before anything else is added. That is the mechanism behind the long permit everyone wants: the ten-year term is not a discount, it is ten single years paid up front.

Two further lines are worth knowing because they decide whether your parents file is cheap or expensive, and neither is in any provider total we saw. A status adjustment inside the country is AED 500, which applies where the person is already in the UAE rather than entering on a new permit. And ICP publishes a financial security deposit fee of AED 20 alongside an investor family financial guarantee of AED 3,000 per family member, capped at AED 15,000 in total.

One timing line decides whether any of this stays at the published level: ICP requires most categories to complete issuance within 60 days of entry, and publishes a fine of AED 50 per day for overstaying the permitted stay.

  • Application fee: AED 100.
  • Residence permit issuance: AED 100 per year, so AED 1,000 over a ten-year term.
  • Golden Residence issuance, 10-year duration: AED 100 per year on ICP published block.
  • Emirates ID, residents: AED 100 per year of residence plus AED 100 smart service fees.
  • Smart service fee: AED 100.
  • Status adjustment inside the country: AED 500.
  • Financial security deposit fee: AED 20.
  • Investor family financial guarantee: AED 3,000 per family member, maximum AED 15,000, on a fee block ICP does not tie to a named category.
  • Overstay fine: AED 50 per day after the permitted stay expires.

ICP does not label which categories each of its fee blocks governs, so we are not going to tell you the AED 3,000 family guarantee definitely lands on a parent. We are telling you it is on the page, that it is charged per family member, and that AED 15,000 is a number worth asking about before you sign anything.

The dependency certificate is the document that decides the file

Read the DLD document lists side by side and the parents file is the shorter one, with a single item on it that no spouse or child file carries. For parents, DLD asks for the sponsor original Emirates ID and original passport, a certified dependency certificate from the consulate, a recent personal photo meeting Federal Authority for Identity and Citizenship requirements, health insurance, a certified birth certificate and an IBAN number.

The dependency certificate is the gate. Everything else on that list is paperwork you either have or can order. A dependency certificate is a statement from your parents own consulate that they are financially dependent on you, and consulates differ enormously in whether they issue one, what evidence they want behind it, how long they take and what they charge. None of that is a UAE fee, none of it is published by any UAE authority, and none of it appeared as a line in a single provider quote we looked at.

Compare the spouse and children list, which is longer but more predictable: a notarised no-objection letter from the father where the mother is the sponsor, an undertaking that sons or daughters over 18 are unmarried, the sponsor original ID and passport, a photo, health insurance, a certified marriage contract, a certified birth certificate for each child and an IBAN. DLD also notes that certificates and bank letters can be uploaded to its own document store, the DLD Vault.

  • Parents file, per DLD: sponsor original ID and passport, certified dependency certificate from the consulate, recent photo to Federal Authority for Identity and Citizenship requirements, health insurance, certified birth certificate, IBAN number.
  • Spouse and children file, per DLD: notarised no-objection letter from the father where the mother sponsors, undertaking that children over 18 are unmarried, sponsor original ID and passport, photo, health insurance, certified marriage contract, certified birth certificate per child, IBAN number.
  • Uploads: DLD accepts birth and marriage certificates and bank letters into the DLD Vault.
  • Unpublished and unavoidable: consulate charges and timelines for the dependency certificate, which no UAE authority sets or publishes.

Budget the consulate step first and the UAE fees second, because the consulate step is the one that can stop the file entirely. A provider who has not asked which consulate your parents will use has not started work on your case.

Health insurance is the cost that keeps coming back

Health insurance appears on the DLD parents document list as a requirement, not as a fee, and that distinction is the one that wrecks household budgets. It is a condition of the permit rather than a charge on it, which means it never shows up in a setup total and never stops being payable.

ICP puts the same requirement on the Golden Residency itself, listing valid health insurance for the investor and their family members in the Investor and Entrepreneur categories, and for the applicant and their family members in the Specialised Professionals category. So the cover is named twice on a parents file: once as a document DLD wants to see, and once as a standing condition of the residency the parent is being attached to. There is no employer anywhere in that arrangement, which is the practical point. A parent is not somebody a staff scheme reaches.

For parents this is the largest recurring number in the whole exercise and the least predictable, because premiums are priced by age. A policy for a parent in their sixties or seventies is not comparable to the one on your own payslip, and it is renewable annually for as long as the permit runs. Across a ten-year permit for two parents, the insurance line will comfortably exceed every government fee on this page combined.

  • Health insurance is a permit condition on the DLD parents document list, not a fee line.
  • ICP requires valid health insurance for the holder and their family members in the Investor, Entrepreneur and Specialised Professionals categories.
  • No employer scheme sits behind a parent policy, so the household carries it rather than a payroll arrangement.
  • Premiums are age-banded and annual, so a parent policy is the recurring cost that outgrows every government line here.
  • Ask for the premium per parent per year, and for the renewal basis, before comparing two providers on their headline totals.

We are not quoting premium figures here. They are commercial, they vary by insurer and emirate and they depend on medical history. What we will say is that a parents quote with no annual per-parent premium in it is not a quote for the thing you are buying.

SafetyWing sells travel medical cover for the trips before a UAE-licensed policy is in force, which is the gap while a parent file is in processing. It is not a UAE-licensed health policy, it does not satisfy the residence visa insurance requirement for a parent permit, and it does not affect processing time. Budget the UAE policy separately and annually.

What the salary-threshold claims are actually worth

Four of the pages ranking for this topic state a monthly income requirement for sponsoring parents, and they give four different numbers: AED 4,000, AED 5,000, AED 7,000 and AED 20,000. Not one names the authority that publishes the figure it uses. One of them also claims a 95 percent approval rate, which is the tell.

Here is what the authorities actually publish. The federal portal sets a sponsor minimum salary of AED 4,000, or AED 3,000 plus accommodation, for the family route. ICP repeats it as AED 3,000 monthly with employer housing or AED 4,000 without, under the family of a foreign resident conditions, together with a requirement for adequate housing. Both of those sit on the route whose eligible-relative list does not include parents.

ICP publishes no income condition against the parent permit it grants as a Golden Residency benefit. That is not the same as an exemption, and we are not going to report it as one. We have said on this site before that we could not verify the widely repeated claim that Golden Visa holders are exempt from the income threshold, and nothing we read for this article changes that. The honest position is narrower and more useful: the published thresholds belong to a route that does not cover parents, and no authority page we found attaches a salary figure to the Golden Residency parent permit.

If an income assumption is load-bearing in your plan, that is a question for ICP or the emirate authority, not for a comparison site and not for a provider whose quote depends on the answer.

  • Published, federal portal: sponsor minimum salary AED 4,000, or AED 3,000 plus accommodation, on the family route.
  • Published, ICP: AED 3,000 monthly with employer housing or AED 4,000 without, plus adequate housing, under family of a foreign resident.
  • Not published anywhere we found: any income threshold attached to the Golden Residency parent permit.
  • Not verified: the claim that Golden Visa holders are exempt from the income rule. An absent condition is not a published exemption.
  • Circulating without a source: AED 5,000, AED 7,000 and AED 20,000 monthly figures, and a 95 percent approval rate.

Two parents, one file: how the numbers stack

Most people asking this question want to bring both parents, so the arithmetic that matters is the pair rather than the person. Three published facts set the shape of it, and one unpublished ambiguity decides the total.

First, the term. ICP states that a permit for the family of a foreign resident matches the sponsor permit and cannot exceed it. So a ten-year parent permit requires a ten-year sponsor permit. This is where a lot of plans quietly break: the federal portal lists investors in real estate at five years of residency, while DLD prices a ten-year investor permit on its own service page. Those two statements are not obviously compatible, and which one applies to you decides whether your parents are on a five-year or a ten-year permit and therefore how many times the AED 100 per-year lines are charged.

Second, the per-head line. DLD adds AED 100 for each sponsored person, so two parents is AED 200 of that line, not AED 100.

Third, the card and permit architecture. Each person on a ten-year permit carries AED 1,000 of Emirates ID at AED 100 per year and AED 1,000 of permit issuance at AED 100 per year on ICP published rates, plus the AED 100 smart service and AED 100 application lines. Two parents doubles every one of those.

And the ambiguity: DLD publishes the parents residence permit at AED 5,774.50 without saying whether that is the price of one parent permit or of the parents permit on the file. On the first reading, two parents is AED 11,549. On the second, it is AED 5,774.50. That is a gap of nearly six thousand dirhams on the single largest published line in the exercise, and it is the first thing to settle in writing with whoever is handling the file.

  • Term rule: a dependent permit matches the sponsor permit and cannot exceed it, per ICP.
  • Term conflict to resolve for your own case: the federal portal lists real estate investors at 5 years, while DLD prices a 10-year investor permit.
  • Per-head line for two parents: AED 200.
  • Per person on a 10-year term, ICP published rates: AED 1,000 Emirates ID, AED 1,000 permit issuance, AED 100 application, AED 100 smart service.
  • The open question: AED 5,774.50 read as per parent gives AED 11,549 for two, read as per file gives AED 5,774.50. DLD does not say which.
  • Excluded from all of the above: the consulate dependency certificate, the annual health premium per parent, and any provider service fee.

We have deliberately not published a single all-in total for two parents. Doing so would require us to resolve the per-parent question that Dubai Land Department leaves open, and a total built on a guess is what produced the AED 24,880 to AED 47,800 spread we started with.

How to price a parents file without inventing a total

The method is the same one that works on every file on this site: separate what an authority publishes from what a company charges, and refuse to let the two be added together into one number by somebody selling you the second half.

Start from DLD published rows, because they are the only parent-specific figures in existence: AED 5,774.50 for the ten-year parents permit and AED 100 per sponsored person. Add the ICP per-year lines for each person and each year of the term. Then list, as separate and explicitly unpriced items, the consulate dependency certificate and the annual health premium per parent. Only after all of that is written down should a provider service fee go on the page, where you can see what you are paying it for.

Two sanity checks before you commit. A quote that contains no parent-specific government row has not been built from DLD page. A quote whose total for two parents sits below the published AED 5,774.50 has either resolved the per-file question in your favour without telling you, or has left something out.

We could not read GDRFA Dubai own service pages from this network; its host returned HTTP 503 on every attempt, so no GDRFA figure is quoted anywhere above. If you are applying through Dubai rather than the federal channel, read those pages yourself rather than taking a second-hand number for them, including from us.

  • Step one: write down the DLD rows, AED 5,774.50 and AED 100 per sponsored person.
  • Step two: add ICP per-year lines for every person and every year of the term.
  • Step three: list the consulate dependency certificate and the annual per-parent health premium as unpriced items, in writing.
  • Step four: put the provider service fee last, as its own row.
  • Red flag: a parents total with no parent-specific government row in it.
  • Red flag: a two-parent total below AED 5,774.50 with no explanation of why.

Common questions

Can a UAE Golden Visa holder sponsor their parents?

Yes. ICP lists among the key benefits of Golden Residency the ability to obtain residence permits for spouses and children, regardless of their age, as well as for parents. That is a benefit of the Golden Residency itself rather than the ordinary family-sponsorship route, whose eligible-relative list covers a spouse, unmarried daughters, sons under 25 and children with special needs and does not reach parents.

How much does a parents residence permit cost on a Golden Visa file?

Dubai Land Department publishes AED 5,774.50 for a parents residence permit over a ten-year term on its investor Golden Visa service, with AED 100 added for each sponsored person. That is the only parent-specific published figure we located. DLD does not state whether the figure is charged per parent or per permit file, and it does not say whether the medical examination and Emirates ID lines it itemises for the main applicant are included.

Is there a salary requirement to sponsor parents on a Golden Visa?

No authority page we read attaches an income threshold to the Golden Residency parent permit. The published thresholds, AED 4,000 monthly or AED 3,000 plus accommodation, belong to the family-of-a-foreign-resident route, which does not list parents as eligible relatives at all. An absent condition is not a published exemption, so if an income assumption matters to your plan, confirm it with ICP or the emirate authority rather than with a provider.

How long is a parent permit valid for?

ICP states that a permit for the family of a foreign resident matches the sponsor permit and cannot exceed it, and DLD prices the parents permit over a ten-year term. So the parent term follows yours. Note that the federal portal lists investors in real estate at five years of residency while DLD prices a ten-year investor permit, so confirm your own term before assuming a parent gets ten years.

What documents do parents need?

DLD lists the sponsor original Emirates ID and original passport, a certified dependency certificate from the consulate, a recent personal photo meeting Federal Authority for Identity and Citizenship requirements, health insurance, a certified birth certificate and an IBAN number. The dependency certificate is the item to start on first, because it comes from your parents own consulate and no UAE authority sets its cost or its timeline.

Does a sponsored parent need UAE health insurance?

Yes. Health insurance is on the DLD parents document list, and ICP requires valid health insurance for family members in the Investor, Entrepreneur and Specialised Professionals categories. It is a permit condition rather than a fee, which is why it never appears in a setup total: it is annual, it is priced by age, and there is no employer scheme behind a parent policy for it to sit inside.

What happens to a sponsored parent if the Golden Visa holder dies?

ICP states that sponsored family members may remain in the UAE for the duration of the validity of the residence permits granted to them. On a ten-year household that is a longer runway than a one-year dependent permit would give. Ask any provider to show you that wording on the ICP page rather than paraphrasing it for you.

Why do published totals for sponsoring parents vary so much?

Because most of them are packages rather than prices. The commercial pages we read ranged from completely free to AED 47,800 for the same transaction, and none of them cited a fee schedule. The published government rows are narrow and knowable; the consulate dependency certificate, the age-banded annual health premium and the provider service fee are not published by anyone, and bundling all five into one figure is what produces the spread.
