UAE Golden Visa Off-Plan Property Cost 2026

Off-plan is the one property condition the federal authority prints and the Dubai service never mentions. The ICP's golden residency guide accepts off-plan units worth AED 2,000,000 bought from an approved local real estate company, with no payment percentage attached to it. The Dubai Land Department's own Golden Visa service asks for a title deed, and its 2 percent initial-sale registration fee lands years before either. Here is the whole stack, built only from published lines.

The federal authority's own wording. It states a value and a seller, and no payment percentage at all.

Off-plan registration is a provisional register entry through Oqood, not a title deed.

What the UAE Golden Visa off-plan property route costs first

Search UAE Golden Visa off-plan property and every result prices the visa and skips the first invoice. Registering an off-plan purchase with the Dubai Land Department costs the purchaser 2 percent of the sale value — AED 40,000 on the smallest unit that can meet the AED 2,000,000 threshold — and no Golden Visa fee table in existence lists it. We read five authority pages for this article on 11 October 2026: the ICP's golden residency guide, the Dubai Land Department's Golden Visa Investor service, its initial-sale registration service, its termination-of-initial-registration service, and GDRFA Dubai's investor permit page.

On this page we work through it in order: what registering the sale costs, the one condition the ICP actually prints about off-plan, the certificate gap between a provisional registration and a title deed, the paid-amount claim nobody can source, Dubai's published permit total, GDRFA's different schedule and its lien requirement, what a stalled project costs, and how to price the whole thing without inventing a total.

Start with the registration, because it is the largest single number in this article and it is not a visa fee. The Dubai Land Department publishes the schedule on its service for registering the initial sale, which exists so a developer can record units sold off-plan in the provisional register. It is 2 percent of the sale value from the seller and 2 percent from the purchaser, plus a AED 10 knowledge fee and a AED 10 innovation fee. On an AED 2,000,000 unit the purchaser's share is AED 40,000, so AED 40,020 with both statutory dirham fees.

Read your sale and purchase agreement before you treat that as the whole exposure. The seller's 2 percent is the developer's line on DLD's schedule, and whether it stays with the developer is a contract question rather than a fee question. Two more lines sit on the same page: a developer self-registering through the Oqood portal pays AED 1,000 for the provisional sale registration, and the contract has to reach the provisional register within 90 days of signing.

  • Purchaser's initial-sale registration fee: 2 percent of the sale value.
  • Seller's initial-sale registration fee: 2 percent of the sale value.
  • Knowledge fee AED 10, innovation fee AED 10.
  • Developer self-registration through the Oqood portal: AED 1,000.
  • On an AED 2,000,000 unit, the purchaser pays AED 40,000 plus AED 20.
  • Registration deadline: within 90 days of the contract being signed.

These are the Dubai Land Department's published figures for the initial-sale registration service, read on 11 October 2026. They are not Golden Visa fees and no Golden Visa page lists them, which is exactly how a quote can look complete without them.

The ICP is the only authority that prints the words off-plan

The federal golden residency guide published by the Federal Authority for Identity, Citizenship, Customs and Port Security sets out two real estate conditions, and the second one is why this article exists. The first is ownership: one or more properties in the UAE with a total value of at least AED 2,000,000, with full ownership registered in the investor's name, financed by a loan only where the financing is obtained from an approved local bank.

The second reads, in the guide's own words, that the investor must have purchased one or more off-plan property units with a total value of at least AED 2,000,000, provided that the purchase is made from an approved local real estate company authorised by the competent local authority. That is the entire condition. There is no payment percentage in it, no instalment test, and no construction milestone.

One detail on the same page is worth more than it looks. For the real estate route the guide asks for comprehensive and valid health insurance throughout the validity period of the residency. For the public investments route it asks for insurance at the time of applying. Ten years of cover for a family is a recurring commercial cost, and the property route is the one where the wording makes it a condition rather than a formality.

The ICP gives the real estate route ten years. Before you divide any fee by a number of years, know that the UAE government portal's own category table still lists five years for real estate investments against ten for public investments — a contradiction we have walked through in detail elsewhere on this site. Both pages are official and they do not say the same thing.

  • Own one or more UAE properties totalling at least AED 2,000,000, fully owned and registered in the investor's name.
  • Or purchase one or more off-plan units totalling at least AED 2,000,000 from an approved local real estate company authorised by the competent local authority.
  • A loan is acceptable on the ownership route where the financing comes from an approved local bank.
  • Comprehensive valid health insurance for the investor and family, throughout the validity period.
  • By contrast, public investments capital must be fully owned and not derived from a loan.

The ICP publishes no list of approved local real estate companies next to this condition, so the single qualifier it does attach to off-plan is the one a buyer cannot check alone. Ask the developer which authority authorises them and confirm it with that authority, not with the developer's brochure.

A provisional registration e-certificate is not a title deed

Here is the gap that decides how an off-plan file moves, and no page ranking for this query names it. The document that off-plan registration produces is, in the Dubai Land Department's own words on that service page, a provisional registration e-certificate. The document the Dubai Land Department's Golden Visa Investor service asks for, as item two of its required documents, is 'Availability of an e-Certificate of Title / Title deed'.

Those are two different certificates. We read the Golden Visa Investor page in full on 11 October 2026, and the words off-plan, Oqood, provisional and valuation do not appear on it once. Its description covers a real estate investor owning a property the purchase value of which is equal to or more than 2 million AED at the time of purchase, and its terms require the property to be wholly owned by the investor, under the name of the applicant.

So the useful statement is a narrow one: off-plan is a federal condition, not a Dubai service condition. The ICP route prints it. The Dubai Land Department route documents a completed purchase. An off-plan buyer holding only a provisional entry is, on the published paperwork, not yet the applicant the Dubai service describes — which makes the choice of filing authority a question about which certificate you hold, not a matter of provider preference.

  • Off-plan initial registration issues a provisional registration e-certificate.
  • The DLD Golden Visa Investor service requires an e-Certificate of Title or title deed.
  • Mentions of off-plan, Oqood, provisional or valuation on that DLD page: none.
  • The ICP's golden residency guide accepts off-plan from an approved local real estate company.

This is a routing observation drawn from two published pages, not a ruling. Neither page says an off-plan buyer is refused and neither says one is accepted at a Dubai service centre. Ask the authority you intend to file with which certificate it will take, and get the answer before you sign.

The paid-amount claim, and why nobody can source it

Three of the pages ranking for this query give three different answers to the only question an off-plan buyer actually has. One says eligibility turns on a cumulative AED 2 million already paid to the developer, with unpaid instalments not counting toward the threshold. One says there is no upfront cash test at all and the old 50 percent equity rule no longer applies. One says no down payment is required, that the deposit is typically 20 percent, and adds a developer statement confirming construction has reached 20 to 30 percent completion.

Not one of the three names a page that publishes the test it uses. We went looking. The ICP's conditions, quoted above, contain no payment language for off-plan. The only paid-amount wording we found on any authority page is on the Dubai Land Department's Golden Visa Investor description, and it concerns mortgages rather than instalments: in the event of a mortgaged property, a bank letter indicating 2 million AED paid amount is to be provided as proof. The service terms ask for a no-objection letter indicating the paid amount and the balance.

That is a stricter sentence than most 2026 coverage suggests, and it was still on the page on 11 October 2026. The February 2026 relaxation that nearly every guide describes is reported secondhand, dated to February by some sources and to April by others, and we could not locate the circular itself in any public source. We are not telling you it did not happen. We are telling you that no page we can read states it, and a buyer budgeting on it is budgeting on reporting.

  • Claim: AED 2 million must already be paid to the developer. Authority cited: none.
  • Claim: no payment test applies after February 2026. Authority cited: none.
  • Claim: 20 to 30 percent construction completion is required. Authority cited: none.
  • Published: the ICP states no payment percentage for the off-plan condition.
  • Published: DLD asks a mortgaged applicant for a bank letter showing AED 2 million paid.

Where sources disagree and none cites an authority, the planning figure is the stricter one. If your file clears the published wording without leaning on a reported change, it does not depend on a document nobody can produce.

What Dubai charges once you hold the deed

Assume handover has happened and the title deed is in your name. The Dubai Land Department publishes the whole ten-year permit as five lines and a total, which is more itemisation than most providers will hand over.

Family permits sit on the same page and are separate money: AED 5,774.50 for a ten-year family residence permit, AED 318.75 to open the family sponsorship file, AED 5,774.50 for a ten-year parents permit, and AED 100 added for each sponsored person. Service time is 7 to 10 business days. The applicant must be inside the UAE, and only the applicant may attend — no escort, no representative.

Set that against the fee lines circulating for this query: a DLD nomination letter at AED 320, a ten-year Golden Visa application at AED 2,280, an Emirates ID at AED 1,170, a Golden Visa processing band of AED 8,500 to 10,000. None of those matches a published schedule we could find, and on one of those pages the itemised lines add up to more than the total printed above them.

  • Medical examination: AED 700.
  • Emirates ID, 10 years: AED 1,153.
  • Confirmation of residency permit, 10 years: AED 2,856.75.
  • Dubai Land Department fees: AED 4,020.
  • Administrative fees: AED 1,155.
  • Published total for the main applicant: AED 9,884.75.

AED 9,884.75 is the main applicant's line on the DLD service page and nothing more. It carries no health insurance, no service-centre typing fee, and none of the 2 percent registration you already paid on the purchase.

GDRFA prices the same permit differently, and wants a lien

Dubai has a second door, and it publishes a schedule that looks nothing like the first. GDRFA Dubai's service for issuing a golden residence permit to investors lists a residence permit fee of AED 1,100, a knowledge dirham of AED 10, an innovation dirham of AED 10, a fee inside the country of AED 500 and delivery at AED 20. Where the residency runs longer than two years, the issuance fee rises by AED 100 for each additional year.

Its real estate condition is ownership of one or more properties with a value of no less than AED 2,000,000, mortgaged property acceptable, and then a requirement that matters more here than anywhere else on the site: a lien must be placed on the property to ensure the continuity of ownership. Like the Dubai Land Department page, it never mentions off-plan.

Read those two sentences next to each other and the off-plan obstacle looks mechanical rather than legal. A lien is registered against a property you own. An off-plan buyer holds a contract and a provisional entry, so there is nothing yet for a lien to attach to. GDRFA also states that golden residence holders are exempt from the 180-day residency rule, with the residency treated as void only if it expires while the holder is outside the country.

  • Residence permit: AED 1,100.
  • Knowledge dirham AED 10, innovation dirham AED 10.
  • Fee inside the country AED 500, delivery AED 20.
  • Plus AED 100 for each year of validity beyond two.
  • Condition: a lien on the property to ensure continuity of ownership.

Two Dubai authorities publish two schedules for the same ten-year outcome, and the bundles are not the same: DLD's AED 9,884.75 carries the medical, the Emirates ID and a DLD line, where GDRFA's AED 1,640 of published lines is the permit issuance. Price the channel you are actually using and never add the two together.

What a stalled project or a missed instalment costs

Off-plan carries one failure mode a ready property does not: the asset may not arrive on schedule, and on the Dubai route your eligibility document arrives with the deed. The Dubai Land Department publishes the exit as well, on its service for terminating an initial registration.

That service is the developer's to file, not the buyer's. It applies where an investor fails to pay instalments under an off-plan sales contract, and its fee is AED 600 plus the AED 10 knowledge and AED 10 innovation fees, so AED 620, charged to the developer. Its terms are more informative than its price: the sale must be before the completion of the project, the investor must have received or refused the developer's warning for at least one month without paying, the amount in the warning must match the amount in the Department's notice, and the warning may not include penalties, registration charges, service or administrative fees beyond the unit price owed.

Any refund runs under Law No. 13 of 2008, by a manager's cheque payable to the Department and deposited with its Legal Support Department. We are not going to quote you a refund percentage, because which one applies turns on the project's completion stage and that is a lawyer's question rather than a fee table's. What the fee tables do settle is that the 2 percent you paid to register the sale is spent, and nothing in any visa schedule returns it.

  • Termination of initial registration: AED 600 plus AED 10 and AED 10, filed by the developer.
  • Trigger: unpaid instalments, at least one month after the developer's warning.
  • The warning may not add penalties, registration, service or administrative charges.
  • Refunds run under Law No. 13 of 2008, by manager's cheque to the Department.
  • Service time for the termination: 8 hours and 30 minutes.

The visa risk and the money risk are not the same risk. A delayed handover cannot take away a permit you never held; it moves the date you can file through the Dubai service. That date is the cost most off-plan timelines leave out.

How to price an off-plan Golden Visa without inventing a total

Build it in the order you will pay it, and refuse to compress it into one number. First the registration: 2 percent of the sale value at signing, plus AED 20, plus the seller's 2 percent if your contract hands it to you. Then nothing at all, for as long as construction takes.

Then the permit, and you have to pick a channel before you can pick a figure. Through the Dubai Land Department service with a title deed in hand, the published main-applicant total is AED 9,884.75, with family lines on top. Through GDRFA's investor service, the published lines come to AED 1,640 plus AED 100 for each year beyond two. Federally through the ICP — the only route that prints an off-plan condition — the fee schedule is the federal one rather than either Dubai page.

Then the two costs no schedule holds. Health insurance is a published condition of the real estate route for the whole validity period rather than a formality at submission, and it is priced commercially by insurer, emirate and medical history. And a service or typing centre charges a handling fee that no authority publishes, because the authority is not the one charging it.

Our reading, for a buyer choosing between a ready unit and an off-plan one on visa grounds alone: the ready unit buys you a title deed and therefore a documented path through either Dubai authority, while the off-plan unit buys you a federal condition and a certificate the Dubai service does not name. That is not an argument against off-plan. It is an argument for knowing which authority will take your paperwork before you pay the 2 percent.

  • At signing: 2 percent of the sale value plus AED 20, and possibly the seller's 2 percent.
  • At handover, filing with DLD: AED 9,884.75 for the main applicant, family lines separate.
  • Filing with GDRFA: AED 1,640 of published lines, plus AED 100 per year beyond two.
  • Every year, for everyone on the file: UAE-licensed health insurance, priced commercially.
  • Published nowhere: the service or typing centre's handling fee.

A quote that gives you one total for an off-plan Golden Visa has blended a purchase cost, a permit fee from one of three authorities, and a recurring insurance premium into a single figure. Ask for the three separately. The honest providers will separate them.

SafetyWing sells travel medical cover for the trips around a purchase and while a file is in processing, which is the gap before a UAE-licensed policy is in force. It is not a UAE-licensed health policy, it does not satisfy the health insurance condition on the real estate route, it has no bearing on eligibility or processing time, and it does not count toward the AED 2,000,000 threshold. Budget the UAE policy separately and annually.

Common questions

Can you get a UAE Golden Visa on an off-plan property?

The ICP's published golden residency conditions accept it: one or more off-plan property units with a total value of at least AED 2,000,000, purchased from an approved local real estate company authorised by the competent local authority. The Dubai Land Department's own Golden Visa Investor service does not mention off-plan and asks for a title deed, so which authority receives the file matters.

Do you need to have paid AED 2 million on an off-plan unit?

No authority page we read states a payment percentage for off-plan. The ICP's condition is written against the purchase value. The only paid-amount wording we found is on the Dubai Land Department's investor page, and it concerns mortgaged property, where a bank letter indicating AED 2 million paid is asked for as proof. Confirm the current requirement with the authority before budgeting on either reading.

What does registering an off-plan purchase cost?

The Dubai Land Department publishes 2 percent of the sale value from the purchaser and 2 percent from the seller, plus a AED 10 knowledge fee and a AED 10 innovation fee. On an AED 2,000,000 unit the purchaser's share is AED 40,020 including both dirham fees. A developer self-registering through the Oqood portal pays AED 1,000.

Is an Oqood certificate enough for a Golden Visa application?

Off-plan registration issues what the Dubai Land Department calls a provisional registration e-certificate. The Golden Visa Investor service lists an e-Certificate of Title or title deed among its required documents. Those are different certificates, so ask the receiving authority which one it will accept rather than assuming they are interchangeable.

Is there a construction-completion requirement for off-plan eligibility?

The 20 to 30 percent completion figure that circulates on this query is not on any authority page we could read on 11 October 2026. The ICP's condition names a total purchase value and an approved local real estate company, and says nothing about construction progress. Treat any completion threshold a provider quotes as their own policy until they can name the page it comes from.

How long is the real estate Golden Visa valid for?

The ICP's golden residency guide says ten years for investors in the UAE's real estate sector, and both the Dubai Land Department and GDRFA Dubai publish ten-year investor permits. The UAE government portal's category table still lists five years for real estate investments, so the official sources do not agree. Because fees are charged per year of validity, the gap is money rather than wording.

What are the Dubai Golden Visa fees for a property investor?

The Dubai Land Department's published ten-year total for the main applicant is AED 9,884.75: medical examination AED 700, Emirates ID AED 1,153, confirmation of residency permit AED 2,856.75, Dubai Land Department fees AED 4,020 and administrative fees AED 1,155. A ten-year family residence permit is AED 5,774.50, with AED 318.75 to open the family sponsorship file.

What happens to the visa if the developer delays handover?

On the Dubai route the application is documented against a title deed, so a delay moves the date you can file rather than withdrawing a permit you already hold. If you stop paying instalments, the developer can apply to terminate the provisional registration for AED 620, refunds run under Law No. 13 of 2008, and the registration fee already paid is not returned by any visa schedule.
