UAE Golden Visa for Managers: Cost 2026
Ask a provider what a UAE Golden Visa for managers costs and you get a single total, usually somewhere between AED 4,100 and AED 4,700, with no published schedule behind it. The authorities that actually issue the permit do print their lines, and they do not add to either figure: GDRFA Dubai prices the permit itself at AED 1,640, the ICP charges AED 100 for each year of residence on the Emirates ID, and the Dubai Health Authority runs the mandatory medical from AED 250 to AED 1,020. We read ICP's Golden Residency conditions, GDRFA's specialist permit service, Abu Dhabi's skilled professional page and the federal classification of job levels on 19 October 2026, and set them against what the quotes say. On this page we work through it in order: which category a manager actually applies under, what the published fee lines come to, where the AED 50,000 executive salary figure comes from and which official pages do not carry it, the Emirates ID and medical lines GDRFA leaves off its own block, what degree recognition adds, why the employee route costs about a third of the property route, what happens to the permit if your salary slips, and how to price a quote without inventing a total.

Which Golden Visa category a manager actually falls under
There is no category called “manager”, which is the first reason the quotes disagree. A salaried manager applies under the specialist and skilled professional branch of the ten-year Golden Residency, and the test is not the job title on the business card. It is the occupational level the role sits at in the federal classification the Ministry of Human Resources and Emiratisation uses.
ICP's Golden Residency page puts it in those terms. Under its scientists and specialists heading it lists skilled professionals in senior occupational levels, naming chairpersons and chief executives at occupational level one and specialists at level two. Abu Dhabi's ADDED says the same thing in plainer language on its skilled professionals page: the role must be level one or level two, and level one covers managers and business executives.
The classification itself is published on the government portal and is worth reading once, because it decides whether you are eligible at all. Updated 12 August 2026, it lists nine professional levels based on the International Labour Organization's standard classification. Level one is titled “Legislators, managers, and business executives”. Level two is “Professionals in scientific, technical and human fields”. Everything from level three down is outside this route.
So the question to settle before you price anything is which level your labour contract puts you in, because that is what the file is built on. A head of department at level one and a senior specialist at level two both qualify on the same salary threshold, while a supervisor classified at level three does not, whatever the title says.
- No official page uses the word “manager” as a category; the route is specialists and skilled professionals.
- ICP: skilled professionals in senior occupational levels, chairpersons and chief executives at level one, specialists at level two.
- ADDED: the role must be MoHRE level one or two, and level one covers managers and business executives.
- Government portal, updated 12 August 2026: level one is “Legislators, managers, and business executives”, level two is professionals in scientific, technical and human fields.
- Term on every one of those pages: ten years.
We are reporting what each official page said when we read it on 19 October 2026. Occupational classification is decided by the authority reviewing your file, not by a job title, so confirm your own level before budgeting for an application.
What a UAE Golden Visa for managers cost looks like on the published lines
GDRFA Dubai is the only authority in this chain that prints a fee table for the employee route, and it prints it as five named lines rather than a total. Read on 19 October 2026, they are a residence permit fee of AED 1,100, a knowledge dirham of AED 10, an innovation dirham of AED 10, a fee within the country of AED 500 and delivery fees of AED 20. Added up that is AED 1,640, and the addition is ours: the page does not total itself.
Two of those lines deserve a second look. The AED 500 fee within the country is the in-country issuance charge, which is the same line a change of status produces elsewhere in the system, and it is the line that disappears if the permit is issued while the applicant is outside the UAE. The AED 20 delivery fee is for the physical document. Neither is a service fee and neither is negotiable.
The page also carries a sentence that nobody prices, and we are not going to pretend it resolves cleanly: the issuance fee increases by AED 100 for each year whenever the residency period is more than two years. The permit here is a ten-year one. Read literally, that is AED 800 on top of the AED 1,100 for years three to ten, which would put the block at AED 2,440 rather than AED 1,640. The page does not say whether the AED 1,100 already reflects ten years, and no other official page we read settles it.
That ambiguity is the single biggest reason a provider total and a published total will not reconcile. If a quote shows the permit at anything between AED 1,640 and AED 2,440, ask which reading of the escalator it is using. If it shows a round number with no lines at all, you cannot check it against anything.
- Residence permit fee: AED 1,100.
- Knowledge dirham AED 10, innovation dirham AED 10.
- Fee within the country: AED 500.
- Delivery fees: AED 20.
- Published lines total: AED 1,640, our addition from GDRFA's five figures.
- Unresolved on the page: an issuance fee that rises by AED 100 a year beyond two years, which read literally would add AED 800 to a ten-year permit.
The AED 50,000 executive figure, and the pages it is not on
Search for an executive Golden Visa and you will be told the threshold is a basic salary of AED 50,000 a month plus five years of experience, usually attributed to an ICP list of executive directors. It is quoted consistently enough to read as settled. It was not on any of the three official pages we read on 19 October 2026.
What those pages say is AED 30,000. ICP's own conditions for the specialised professionals group give a monthly salary of at least AED 30,000 or the foreign currency equivalent, a valid UAE work permit under an approved employment contract, and a bachelor's degree or equivalent as the minimum qualification. GDRFA Dubai gives a monthly salary of around AED 30,000 or more. ADDED gives a minimum monthly salary of AED 30,000 or equivalent. None of the three states a required number of years of experience for this route.
The word “executives” does appear on the government portal, in the eligibility table updated 28 July 2026, inside the row for those with exceptional talent or rare specialisations, alongside doctors, scientists, inventors, creatives in culture and arts, athletes and PhD holders. That row carries a ten-year term and says each subcategory has its own requirements, such as recommendation letters or practical experience. It attaches no salary figure to executives at all.
We are not telling you the AED 50,000 figure is invented. Categories in this programme have been added and reworded repeatedly since 2022, and a threshold that has since been folded into the AED 30,000 skilled professional route would leave exactly this residue. What we can say is that a provider quoting AED 50,000 and five years as a current requirement should be able to show you the page that sets it, and two other claims travel with it that we also could not find: a two-year minimum tenure with the same employer, and an employer with more than twenty staff.
- ICP: monthly salary of at least AED 30,000 or foreign currency equivalent, valid work permit, approved employment contract, bachelor's degree minimum, health insurance for applicant and family.
- GDRFA Dubai: monthly salary of around AED 30,000 or more, first or second professional level, degree recognised by the Ministry of Education.
- ADDED: minimum monthly salary AED 30,000 or equivalent, level one or two, bachelor's minimum.
- Years of experience required: not stated on any of the three.
- Not found on any official page we read: AED 50,000, five years of experience, two years of tenure, or a twenty-employee employer test.
Eligibility rules in this programme change and are applied by the issuing authority on the documents in front of it. Nothing here should be read as a statement that a salary figure, a level or a document set will produce an approval.
Emirates ID and the medical test: the lines GDRFA leaves off its block
The AED 1,640 is the permit. It is not the cost of getting the permit, because two mandatory charges sit outside it and are set by other bodies. Both are published, which is more than most of this market manages, and neither appears on GDRFA's specialist page.
The Emirates ID is the one that scales with your term. The ICP's identity card issuance service prices it at AED 100 for each year of residence plus AED 100 in smart service fees, with AED 150 more for urgent handling. On a ten-year Golden Visa that is AED 1,100, and it is charged per person, so every family member on the file pays their own. A quote showing one flat Emirates ID figure for a ten-year applicant and a five-year one is not quoting the published schedule.
The medical fitness test is the one with the widest spread. The Dubai Health Authority's own service catalogue runs from AED 250 for the regular service at 24 working hours, through AED 700 for the express service at six working hours and AED 700 at the Smart Salem centre for a 30-minute result, to AED 1,020 for the VIP service at two working hours. The certificate is identical in every tier. What the extra money buys is turnaround, and a provider who quotes AED 700 as the price of the test has quoted a speed tier as if it were a fee.
Put the three published schedules together and the floor for a single ten-year manager's file is AED 1,640 plus AED 1,100 plus AED 250, which is AED 2,990. On the express medical tier it is AED 3,440; on the VIP tier, AED 3,760. Those totals are our arithmetic across three authorities, not a figure any one of them publishes, and they still exclude health insurance, which every one of the official pages requires and none of them prices.
- Emirates ID: AED 100 per year of residence plus AED 100 smart services, so AED 1,100 on a ten-year permit, per person.
- Urgent Emirates ID handling: AED 150 more.
- Medical fitness, DHA published tiers: AED 250 regular, AED 700 express, AED 700 Smart Salem, AED 1,020 VIP.
- Documented floor, single applicant, ten-year card, regular medical: AED 2,990.
- Same file on the express tier: AED 3,440. On the VIP tier: AED 3,760.
- Still unpriced on every official page: comprehensive health insurance for the applicant and family.
Emirates ID and medical fitness fees are set by the ICP and the Dubai Health Authority, not by the authority issuing the Golden Visa, and either can change them without notice. Health insurance is a condition on every one of these pages and is priced by insurers, so no published schedule will ever total your file for you.
Degree recognition and attestation, the line that varies most
Every official page on this route asks for a degree, and the way it asks is where the cost hides. GDRFA wants a bachelor's degree or equivalent with a certificate recognising the qualification from the Ministry of Education, and specifies a recognition report for foreign universities or attestation for UAE ones. ADDED asks for an attested bachelor's degree or equivalent. ICP sets a bachelor's degree or equivalent as the minimum. None of them prices any of it.
The Ministry of Foreign Affairs does price the attestation half, and the published figure is far below the quotes. An individual affairs document, the category its own FAQ puts educational documents in, is AED 150. A degree issued abroad is attested twice, once at the UAE mission in the issuing country and once by the ministry, so AED 300 per document before courier, and the courier is its own line from AED 31.50 to AED 150. On those figures a single foreign degree prices at AED 331.50 to AED 450.
Recognition is a different service from attestation and the two are routinely quoted as one. Attestation certifies that a document is genuine; recognition, through the Ministry of Higher Education and Scientific Research's equivalency service, states that a foreign qualification is equivalent to a UAE one. Provider pages tend to show a combined AED 800 to AED 1,000 for “attestation or equivalency”, which is a range covering two services without saying which one you are buying.
The practical answer is to price them separately and in order. Attestation is the published line and you can check it. Equivalency is the variable one, and whether your route needs it depends on where the degree was issued, so it is the first thing to settle with the authority rather than with a provider's brochure.
- GDRFA: bachelor's degree or equivalent with a Ministry of Education recognition certificate, a recognition report for foreign universities, attestation for UAE universities.
- MoFAIC: AED 150 for an individual affairs document, charged at the UAE mission abroad and again by the ministry, so AED 300 for a foreign degree.
- Courier: AED 31.50 to AED 150 as a separate published line.
- Our arithmetic for one foreign degree: AED 331.50 to AED 450 end to end.
- Typical provider figure for attestation or equivalency combined: AED 800 to AED 1,000, covering two different services.
Why the employee route costs about a third of the property route
The useful comparison for a salaried manager is not another provider's quote. It is the only Golden Visa route in the country whose government block is published in full, which is the Dubai Land Department's investor permit. DLD prints the ten-year investor route as AED 9,884.75 for the main applicant: medical examination AED 700, Emirates ID AED 1,153, confirmation of the residency permit AED 2,856.75, Dubai Land Department fees AED 4,020 and administrative fees AED 1,155.
Set that against a manager's file priced on the express medical tier at AED 3,440 and the employee route comes in at about 35 percent of it, a difference of AED 6,444.75. The gap is almost entirely the two lines that only exist because a property is involved: AED 4,020 of DLD fees and AED 1,155 of administrative fees. No property, no DLD block.
That comparison crosses two publishers, so treat it as indicative rather than like for like. DLD's AED 2,856.75 for confirming the residency permit and GDRFA's AED 1,100 for issuing one are not defined identically, the medical and Emirates ID lines appear in DLD's total but outside GDRFA's, and the two authorities are pricing routes with different conditions. What survives the caveats is the shape: the qualifying asset is where the money is on the investor route, and on the employee route there is no qualifying asset to pay for.
It is worth saying what the cheaper route does not buy. The employee permit still requires health insurance, still requires the document work, and renews on the same ten-year cycle. The saving is in the government block, not in the file.
- DLD ten-year investor permit, published total: AED 9,884.75 for the main applicant.
- Manager's file on published lines, express medical tier: AED 3,440.
- Difference: AED 6,444.75, about 65 percent less on the employee route.
- What drives it: AED 4,020 of DLD fees and AED 1,155 of administrative fees that only exist on the property route.
- Caveat: the two blocks are published by different authorities and do not define their lines identically.
What the permit costs if the salary slips below AED 30,000
This is the line on GDRFA's page that should change how a manager thinks about the whole purchase, and it is printed in a parenthesis rather than a heading. If the salary falls below AED 30,000 or the contract is cancelled, the Golden Residence Permit will be cancelled. The ten-year term is real, and on this route it is conditional on the employment that qualified you for it.
That is a different asset from the one an investor buys. A property that meets the threshold keeps meeting it whether or not the owner is employed, and the ICP's investor conditions turn on capital rather than on a contract. On the salaried route the qualifying fact is a monthly figure on a payslip, and the authority has told you in advance what happens when it moves.
The arithmetic that follows is not a fee, which is why no quote shows it. You have paid the permit block, the Emirates ID for ten years and the medical, and a redundancy or a restructure that takes the basic salary under the threshold puts that spend at risk with years left on the card. The published cost is the same on day one either way; the exposure is not.
Set against that, the same page carries the benefit that makes the permit worth having. Golden Residence Permit holders are exempt from the 180-day stay abroad law, and the page adds that the permit is considered void only if it expires outside the country. For a manager who travels, that exemption is the substance of the product, and it runs for exactly as long as the qualifying salary does.
- GDRFA, verbatim: if the salary falls below AED 30,000 or the contract is cancelled, the Golden Residence Permit will be cancelled.
- No equivalent condition applies to a property or capital investor who meets the threshold.
- The published fees are identical on day one; what differs is what happens to them if the job changes.
- Same page: Golden Residence Permit holders are exempt from the 180-day stay abroad law.
- Same page: the permit is considered void only if it expires outside the country.
Cancellation and renewal are decided by the issuing authority under rules that change. Treat this as a reason to read your own permit's conditions before relying on the ten-year term, not as advice about your employment.
How to price a UAE Golden Visa for managers cost quote without inventing a total
Start by naming the authority, because that is whose fee table applies. A Dubai employee's permit is issued by GDRFA, a federal application runs through the ICP, and an Abu Dhabi file goes through the Abu Dhabi Residents Office on TAMM. ADDED publishes the eligibility criteria for Abu Dhabi and no fees at all, so an Abu Dhabi quote cannot be checked against a published block the way a Dubai one can.
Then ask for the five GDRFA lines as GDRFA prints them, plus the Emirates ID at AED 100 a year, plus the medical tier by name. Three published schedules cover most of a single applicant's government cost, and a provider who will show you where AED 1,640 and AED 1,100 sit inside their number is a provider you can compare with another. One that quotes AED 4,137 or AED 4,695 as a government total should be asked which lines make it up.
Price the document work separately and in the order it happens. Attestation at AED 150 a document is checkable. Equivalency is not published as a flat fee and may not be needed depending on where the degree was issued. Health insurance is mandatory, unpriced on every visa page, and recurring, so it belongs in an annual budget rather than in the application total.
Last, write down the date against every figure, including the ones here. The permit block, the escalator sentence, the medical tiers and the salary threshold were all read on 19 October 2026, and every one of them is set by an authority that can change it without notice. A fee you cannot date is a fee you cannot check, and no number in any of these schedules buys an approval.
- Identify the issuing authority first: GDRFA for Dubai, ICP federally, the Abu Dhabi Residents Office through TAMM for Abu Dhabi.
- Ask for GDRFA's five lines, the Emirates ID at AED 100 per year, and the medical tier named rather than averaged.
- Treat attestation, equivalency and health insurance as three separate costs, only one of which is published as a flat fee.
- Challenge any government total that does not decompose into published lines.
- Date every figure, including the ones on this page, and re-read the authority's own schedule before you pay.
Common questions
What is the minimum salary for a UAE Golden Visa for managers in 2026?
Read on 19 October 2026, ICP, GDRFA Dubai and Abu Dhabi's ADDED all set the salaried route at a monthly salary of at least AED 30,000 or the foreign currency equivalent, in a role at occupational level one or two under the Ministry of Human Resources and Emiratisation classification. Level one is titled Legislators, managers, and business executives. Confirm the current threshold with the authority that will issue your permit.
Is the AED 50,000 executive director salary requirement still current?
It is widely quoted by provider pages but we did not find it on any of the three official pages we read on 19 October 2026. ICP's Golden Residency conditions, GDRFA Dubai's specialist permit service and ADDED's skilled professionals page all state AED 30,000. Ask any provider quoting AED 50,000 to show you the official page that sets it.
How much does a manager's Golden Visa cost in government fees?
GDRFA Dubai publishes the permit as AED 1,100 residence permit fee, AED 10 knowledge dirham, AED 10 innovation dirham, AED 500 fee within the country and AED 20 delivery, which totals AED 1,640. Adding the ICP's Emirates ID at AED 100 per year plus AED 100 smart services, and the Dubai Health Authority's cheapest medical tier at AED 250, gives a documented floor of AED 2,990 for a single ten-year applicant. That addition is ours, not a published total.
Why do provider quotes show AED 4,137 or AED 4,695 instead?
Because those totals are not built from the published lines. They use different Emirates ID figures, a single medical price rather than a tier, and in some cases an immigration figure that no official page prints. Neither total reconciles with GDRFA's five lines, and neither quote we read cited a schedule for its numbers.
How many years of experience does the manager route require?
None of ICP's, GDRFA's or ADDED's current pages states a years-of-experience requirement for the salaried specialist route. The conditions they do state are the occupational level, the AED 30,000 monthly salary, a valid UAE work permit under an approved employment contract, a bachelor's degree or equivalent, a practising licence where the profession requires one, and health insurance.
Can the Golden Visa be cancelled if I lose my job?
GDRFA Dubai's specialist permit page states that if the salary falls below AED 30,000 or the contract is cancelled, the Golden Residence Permit will be cancelled. That makes the ten-year term on the employee route conditional on the employment that qualified you, which is not the case for a property or capital investor who continues to meet the threshold.
Does the manager route need a degree equivalency certificate?
GDRFA asks for a bachelor's degree or equivalent together with a certificate recognising the qualification from the Ministry of Education, and specifies a recognition report for foreign universities or attestation for UAE ones. Whether your file needs the Ministry of Higher Education's equivalency service as well depends on where the degree was issued, so settle it with the authority rather than assuming a provider's combined figure covers it.
How long does a manager's Golden Visa application take?
GDRFA Dubai gives an expected completion time of 48 hours for issuing the golden residence permit to specialists, and states that the permit is valid for 10 years. That figure covers the issuance step on a complete file, not the document work, the medical or the attestation that has to be finished before it.
