dubai golden visa property fees

Dubai Golden Visa Property Fees 2026: AED 44,720

Every guide to this route prices the visa and stops there. The visa is the small number. Dubai Land Department publishes AED 9,884.75 for the ten-year investor permit and, on its own sale registration schedule, AED 44,720 in Dubai golden visa property fees on the AED 2 million purchase the route is built on — four and a half times the permit, paid before anyone looks at your file. We read DLD’s sale registration, mortgage registration and golden visa investor service pages on 31 October 2026, took only the lines those pages actually print, and added them up at exactly AED 2 million. On this page we work through it in order: what DLD publishes for a sale, why the schedule says 2 percent on the buyer rather than 4, the AED 2 million purchase priced line by line, what the visa itself costs beside it, the second fee block a mortgage brings, the costs that sit on no DLD schedule at all, why none of it counts toward the AED 2 million, and how to read a quote that contains these lines.

What Dubai Land Department publishes for a property sale

There is one schedule that decides most of your Dubai golden visa property fees, and it is not on a visa page at all. It is DLD’s Property Sale Registration service, the transaction a registration trustee runs when a title deed changes hands. Two percentage lines, four small fixed lines, one trustee fee that steps with the sale value, and that is the whole published list.

Read as published on 31 October 2026, the schedule charges the seller 2 percent of the sale value and the buyer 2 percent of the sale value. It then adds AED 250 for issuing the title deed certificate, AED 250 for villas and apartments, AED 225 for a unified map under Dubai Municipality, AED 100 for a map of land outside it, AED 10 as a knowledge fee and AED 10 as an innovation fee.

The last line is the one most quotes hide. DLD calls it a service partner fee, and it belongs to the Real Estate Registration Trustee office rather than to the department: AED 4,000 plus value added tax where the sale value is AED 500,000 or more, and AED 2,000 plus VAT below that. At 5 percent VAT that is AED 4,200 on any purchase in golden visa territory, because this route starts at AED 2 million and never comes near the lower band.

Anything a provider shows you that is not on that list came from somewhere else. That is the single most useful test in this article, and we apply it to every number below.

  • Seller: 2 percent of the sale value.
  • Buyer: 2 percent of the sale value.
  • Title deed certificate issuance: AED 250.
  • Villas and apartments: AED 250.
  • Unified map under Dubai Municipality: AED 225. Map for land outside it: AED 100.
  • Knowledge fee AED 10, innovation fee AED 10.
  • Service partner (trustee office): AED 4,000 plus VAT at AED 500,000 or more, AED 2,000 plus VAT below.

DLD lists the service time for a sale registration as 20 minutes at a trustee office, and the required documents as the Emirates ID of both parties, or a valid passport for a non-resident buyer, plus an electronic no-objection certificate from the developer in freehold areas. Confirm the current schedule on the service page before you transfer money.

DLD prints 2 percent on the buyer, not 4

Every broker guide we read states a flat 4 percent DLD transfer fee as though it were a government rule. It is not what the department publishes. The schedule splits the registration fee in half and names each side: 2 percent from the seller, 2 percent from the buyer.

What happens in practice is that the buyer agrees to absorb the seller’s half, so the money leaving the buyer’s account is 4 percent. That is a term of a sale agreement, and it is negotiable in the way a published fee is not. On some off-plan launches a developer takes the whole 4 percent as an incentive; in a slow resale market a seller sometimes keeps their own half.

The reason to care is arithmetic rather than principle. At the AED 2 million threshold the seller’s half is AED 40,000, which is four times the entire ten-year visa fee. We have not seen a single competitor page that tells a buyer this line is available to argue about, and on a purchase of this size it is the most valuable sentence in the transaction.

So the honest answer to “is it 4 percent or 2 percent?” is both, depending on who signed what. The department bills 2 percent to each side. Your contract decides whether you pay one share or two.

  • Published: buyer 2 percent of sale value, seller 2 percent of sale value.
  • At AED 2 million: AED 40,000 each side, AED 80,000 if one party pays both.
  • Who pays the seller’s half is a contract term, not a DLD rule.
  • Ask for the split in writing before the trustee appointment, because the fee is paid at the counter.

We are describing what DLD publishes and what the market conventionally does. Neither is a prediction about your own negotiation, and nobody can promise a seller will keep their share.

An AED 2 million purchase, priced from the published lines

Take the cheapest property that can carry this route, an apartment or villa at exactly AED 2 million, and add only the lines DLD prints. The buyer’s registration fee is 2 percent, so AED 40,000. The fixed block for an apartment or a villa is AED 250 for the title deed, AED 250 on the villas and apartments line, AED 10 knowledge and AED 10 innovation, which is AED 520. The trustee office takes AED 4,000 plus 5 percent VAT, so AED 4,200.

That is AED 44,720, or 2.24 percent of the purchase price, and it is the number almost nobody publishes. If you also absorb the seller’s 2 percent the total becomes AED 84,720, which is 4.24 percent — slightly more than the 4 percent everyone quotes, because the fixed lines and the trustee fee were never inside the percentage.

That AED 520 block also explains a contradiction you will see across broker pages. Some cite AED 250 of fixed fees and some cite AED 520, and both are reading the same schedule: AED 250 is the title deed line alone, AED 520 is the title deed plus the villa or apartment map plus the two AED 10 fees. Where a quote shows a round administration fee instead, ask which DLD service page it comes from.

Scale it if your property is larger. The percentage lines move with the price and the fixed lines do not, so an AED 5 million purchase registers at AED 104,720 on the buyer’s share and AED 204,720 if you pay both halves.

  • Buyer registration, 2 percent of AED 2,000,000: AED 40,000.
  • Title deed AED 250, villa or apartment map AED 250, knowledge AED 10, innovation AED 10: AED 520.
  • Trustee service partner fee, AED 4,000 plus 5 percent VAT: AED 4,200.
  • Buyer’s published total: AED 44,720, or 2.24 percent of the price.
  • Absorbing the seller’s 2 percent as well: AED 84,720, or 4.24 percent.
  • At AED 5 million: AED 104,720 on the buyer’s share, AED 204,720 on both.

VAT is applied at 5 percent to the trustee’s service partner fee as DLD words it. We have not added VAT to any department line, because the schedule does not.

The visa itself is AED 9,884.75, and it is the smaller bill

DLD runs the golden visa application for property investors as its own service, and prices it in five lines. A medical examination at AED 700, an Emirates ID for ten years at AED 1,153, confirmation of the ten-year residency permit at AED 2,856.75, Dubai Land Department fees of AED 4,020 and administrative fees of AED 1,155. The page states the total itself: AED 9,884.75.

Beside AED 44,720 of registration, that visa fee is 4.5 times smaller. Beside AED 84,720 it is 8.6 times smaller. Spread across the ten years the permit runs, the visa costs AED 988.48 a year and the registration fees cost AED 4,472 a year, and a reader who has only ever seen the visa quoted has been shown the cheaper half of the transaction.

Family is priced separately and it is not trivial. DLD publishes AED 5,774.50 for a ten-year family residence permit, AED 318.75 to open the family sponsorship file, AED 5,774.50 for a ten-year parents permit, and AED 100 for each sponsored person on top. A couple with two children and two parents is therefore four permits on the family line and nothing in the registration block changes, because the property was registered once.

That asymmetry is the practical argument for the property route over the two-year investor permit on the same DLD schedule: the registration bill is a one-off and the permit is long. It is also the argument for not letting a provider quote you the visa in isolation.

  • Medical examination: AED 700.
  • Emirates ID, ten years: AED 1,153.
  • Confirmation of residency permit, ten years: AED 2,856.75.
  • Dubai Land Department fees: AED 4,020. Administrative fees: AED 1,155.
  • Published main applicant total: AED 9,884.75.
  • Family permit for ten years AED 5,774.50, sponsorship file AED 318.75, parents AED 5,774.50, AED 100 per sponsored person.

DLD gives the service time as 7 to 10 business days, requires the applicant to be inside the UAE, and does not accept a representative applying on the applicant’s behalf. Approval is the department’s decision and no fee schedule changes that.

A mortgage brings a second fee block, and the trustee is paid twice

Since February 2026 a mortgaged property can carry this route without the old paid-value rule, which widened eligibility considerably. It also means more applicants now register a mortgage, and mortgage registration is a separate DLD transaction with its own schedule.

That schedule charges 0.25 percent of the mortgage value, AED 250 for issuance of the title deed, AED 10 knowledge and AED 10 innovation for each drawing, and a service partner fee of AED 4,000 plus VAT — or AED 5,000 plus VAT where the registration is provisional, the off-plan Oqood case. The trustee fee is the line worth noticing: it is charged on the sale registration and again on the mortgage registration, so a financed purchase pays roughly AED 8,400 in trustee fees rather than AED 4,200.

Put a 50 percent mortgage on the AED 2 million property and the block comes to AED 6,970: AED 2,500 on the percentage line, AED 250 for the deed, AED 20 in knowledge and innovation, AED 4,200 for the trustee. The buyer’s published total for the purchase then reads AED 51,690, and AED 61,574.75 once the visa is added.

One document sits behind all of this. DLD’s golden visa page, read on 31 October 2026, allows a mortgaged property where the applicant supplies a no-objection letter from the bank showing the amount paid and the balance outstanding. The letter is free to request and slow to arrive, which is a scheduling problem rather than a cost, and it is the step financed applicants most often discover late.

  • Mortgage registration: 0.25 percent of the mortgage value.
  • Title deed issuance AED 250, knowledge AED 10, innovation AED 10 for each drawing.
  • Service partner fee AED 4,000 plus VAT, or AED 5,000 plus VAT on a provisional (Oqood) registration.
  • AED 1,000,000 mortgage on an AED 2,000,000 property: AED 6,970.
  • Buyer’s published purchase total with that mortgage: AED 51,690.
  • Bank no-objection letter showing paid amount and balance: required, and not priced by DLD.

Bank arrangement and valuation charges are the lender’s own and appear on no DLD page, so we have not put a figure on them. Ask your bank for its fee sheet in writing before you sign.

Agency commission and the developer NOC are on no DLD schedule

Two of the largest numbers on a Dubai purchase are not government fees at all, and keeping them separate is how you tell a published charge from a price.

Agency commission is the bigger one. The market convention for a resale is 2 percent of the price plus VAT, which is AED 40,000 plus AED 2,000 at this threshold, and in a slower market it is argued down. It appears on no DLD service page, and we are describing it as a market rate rather than a fee, because that is what it is.

The developer no-objection certificate is the other. DLD’s sale registration page requires an electronic NOC from the developer in freehold areas, obtained through the Dubai REST app, and publishes no price for it. Developers set that charge themselves and it varies widely by community, so the only honest thing to say is that it is a real cost with no published amount. Ask the developer, in writing, before you budget.

The same reasoning applies to service-charge arrears, conveyancing and any provider handling fee: real money, no schedule. Where a quote shows a line, ask which DLD service page carries it. If the answer is none, you are looking at a price, and prices can be discussed.

  • Published by DLD: registration percentages, title deed, maps, knowledge, innovation, trustee service partner fee, mortgage registration percentage.
  • Not published by DLD: agency commission, developer no-objection certificate, bank arrangement and valuation fees, provider handling fees.
  • Agency commission convention on a resale: 2 percent plus VAT, negotiable.
  • Developer e-NOC: required in freehold areas via Dubai REST, amount set by the developer.

Market conventions are not fees and we have not treated them as estimates of your own transaction. Every figure in this paragraph that is not from a DLD page is described as a convention on purpose.

None of these fees count toward the AED 2 million

This is the misunderstanding that costs the most, because it is discovered at the trustee counter. DLD’s condition for the investor golden visa is that the property is worth AED 2 million or more at the time of purchase and is wholly owned by the applicant, as one property or several combined. The condition is written on the property’s value.

Registration fees are not property value. No page we read counts them toward the threshold, so an AED 1.96 million apartment plus AED 44,720 of fees does not reach AED 2 million for this purpose, even though AED 2,004,720 has left your account. Buying just under the line and expecting the fees to carry you over is the one error on this page that cannot be fixed afterwards.

Two further distinctions are worth holding on to. The February 2026 change removed the requirement to have already paid around AED 1 million before a mortgaged property counted; it did not move the AED 2 million threshold itself. And the two-year investor permit on the same DLD schedule is a different product: EY’s alert on the 29 April 2026 revision records the removal of a minimum property value for sole owners on that two-year route, which has no bearing on the ten-year golden visa’s AED 2 million.

If you are near the line, the cheapest fix is usually a second property rather than a larger one, because the threshold is read on combined total value while the fixed fees are charged per registration.

  • Condition: total property value of AED 2 million or more at the time of purchase, wholly owned.
  • One property or several combined may be used to reach the total.
  • Registration fees, trustee fees and visa fees sit on top of the threshold, not inside it.
  • February 2026 removed the paid-value rule for mortgaged property; the AED 2 million figure did not change.
  • The two-year investor permit’s April 2026 threshold removal applies to that permit, not to the ten-year golden visa.

Eligibility rules in this area have changed twice in 2026. Confirm the current conditions on DLD’s own service page before you buy on the assumption of qualifying, and treat any provider who describes approval as automatic with suspicion.

How to price a Dubai golden visa property fees quote

A quote for this route should read as three blocks, and a single number is the signal to ask again. Block one is the purchase registration: the buyer’s 2 percent, the AED 520 of fixed lines, the trustee’s AED 4,200. Block two is the mortgage registration, if there is one. Block three is the AED 9,884.75 visa, plus any family and parent permits.

Everything outside those three blocks is a price rather than a fee: agency commission, the developer NOC, the bank’s charges, the provider’s own handling. An honest AED 15,000 handling line beats a mysterious AED 60,000 of government fees.

Our working total for the plainest version of this route — one apartment at AED 2 million, no mortgage, buyer paying only their published half, main applicant alone — is AED 54,604.75. Pay the seller’s half too and it is AED 94,604.75. Hold a quote against those, built only from lines DLD prints.

One gap nobody prices sits between the blocks. DLD issues the permit in 7 to 10 business days, and a UAE-licensed health policy generally does not exist until the file is well underway, so a new arrival can spend that window with no local cover.

  • Block one, purchase registration at AED 2 million: AED 44,720 published on the buyer.
  • Block two, mortgage registration on a AED 1 million loan: AED 6,970.
  • Block three, ten-year investor visa: AED 9,884.75, family and parent permits extra.
  • Plainest working total, no mortgage, buyer’s half only: AED 54,604.75.
  • Same total if you absorb the seller’s 2 percent: AED 94,604.75.
  • Anything else in the quote: ask which DLD service page it is on.

These totals are arithmetic on published lines at a stated property value, not a quote and not an estimate of your own file. Your emirate, property type, mortgage and family size all move them.

Neither the registration fees nor the visa block is priced with health cover, and a UAE-licensed policy generally is not in force until the residence file is well advanced. SafetyWing is travel medical cover for that window only: it is not a UAE-licensed policy, does not satisfy the residence visa insurance requirement, and has no bearing on property eligibility.

Common questions

How much are Dubai golden visa property fees in 2026?

On Dubai Land Department’s published sale registration schedule, an AED 2 million apartment or villa registers for AED 44,720 on the buyer’s own lines: AED 40,000 at 2 percent, AED 520 of fixed title deed, map, knowledge and innovation fees, and AED 4,200 for the registration trustee. If you also pay the seller’s 2 percent it is AED 84,720. The ten-year investor visa is a separate AED 9,884.75.

Is the Dubai transfer fee 4 percent or 2 percent?

DLD publishes 2 percent to the buyer and 2 percent to the seller. The 4 percent figure quoted everywhere is one party paying both halves, which is a term of the sale agreement rather than a department rule. At AED 2 million the seller’s half is AED 40,000, so it is worth settling in writing before the trustee appointment.

Do transfer fees count toward the AED 2 million threshold?

No. DLD’s condition is that the property is worth AED 2 million or more at the time of purchase and is wholly owned by the applicant. Registration fees, trustee fees and visa fees are not property value, and no official page counts them toward the total. Buying at AED 1.96 million and relying on fees to bridge the gap does not work.

What does the registration trustee charge in Dubai?

DLD calls it a service partner fee and prints AED 4,000 plus value added tax where the sale value is AED 500,000 or more, and AED 2,000 plus VAT below that. At 5 percent VAT that is AED 4,200 on a golden visa purchase. The same fee is charged again on a mortgage registration, so a financed purchase pays it twice.

How much does the ten-year property golden visa cost by itself?

Dubai Land Department publishes AED 9,884.75 for the main applicant: AED 700 medical examination, AED 1,153 Emirates ID for ten years, AED 2,856.75 to confirm the ten-year residency permit, AED 4,020 of DLD fees and AED 1,155 of administrative fees. A ten-year family or parents permit is AED 5,774.50 each, with AED 318.75 to open the family sponsorship file.

What does a mortgage add to the fees?

Mortgage registration is its own DLD transaction at 0.25 percent of the mortgage value, plus AED 250 for the title deed, AED 10 knowledge and AED 10 innovation for each drawing, and a trustee fee of AED 4,000 plus VAT, rising to AED 5,000 plus VAT on a provisional Oqood registration. A AED 1 million loan therefore adds about AED 6,970 before any bank charges.

Is the 2 percent agency commission an official fee?

No. Agency commission appears on no DLD service page. Two percent of the price plus VAT is the market convention on a resale and it is negotiable, particularly in a slower market. The useful test for any line in a quote is to ask which DLD service page it comes from; if there is none, it is a price rather than a fee.

Can several properties be combined to reach AED 2 million?

Yes. DLD’s investor golden visa condition reads on total property value, wholly owned by the applicant, as one property or several. The trade-off is that the fixed fees are charged per registration, so two smaller properties cost slightly more in title deed, map and trustee fees than one property of the same combined value.
