UAE Golden Visa for Pakistanis Cost 2026
The UAE Golden Visa for Pakistanis cost is two bills, and most quotes show one. The UAE side is published: GDRFA Dubai prices the specialist permit at AED 1,640 in five named lines, the ICP charges AED 100 per year of residence on the Emirates ID, and the Dubai Health Authority runs the mandatory medical from AED 250 to AED 1,020. The Pakistan side is what nationality actually changes, and the costliest error in this niche is factual: the UAE is not a party to the Apostille Convention, so a Pakistani apostille does not replace the embassy chain. We read the UAE government portal, GDRFA Dubai, the ICP fee schedule, the Dubai Health Authority catalogue, the UAE Embassy in Islamabad and the HCCH status table on 21 October 2026. On this page, in order: the published UAE lines, the Dh100,000 nomination visa the ICP says does not exist, the apostille problem, the attestation chain, degree recognition, and how to price a quote.

There is no Pakistani route, and that is where the cost mistake starts
Search for this and you are offered a Pakistan-specific programme at a Pakistan-specific price. There is no such thing. The UAE government portal’s Golden Visa page, updated 28 July 2026, lists the categories plainly, and not one row mentions a nationality.
That matters for the budget. The fee is set by the route and the issuing authority, so two Pakistani applicants can be AED 6,000 apart on government charges alone because one bought property and the other has a job contract. A quote priced by passport is priced by nothing.
What nationality does change is the paperwork built before any UAE authority looks at the file. A degree issued in Lahore and a marriage certificate issued in Karachi both travel through an attestation chain that a UAE-issued document skips. Read the rest of this page as two budgets: the UAE block is published and checkable, and the Pakistan block is where the surprises live.
- Government portal, updated 28 July 2026: no Golden Visa category is conditioned on nationality.
- Durations as published: ten years for public investments, exceptional talent and top university students; five years for real estate, entrepreneurs and high school achievers.
- What changes the UAE fee: the route and the issuing authority, not the passport.
- What nationality changes: the attestation chain each Pakistan-issued document must pass through first.
What a UAE Golden Visa for Pakistanis cost looks like on the published lines
Three UAE authorities publish schedules covering most of a single applicant’s government cost on the salaried route, and none of them publishes a total. Read on 21 October 2026, GDRFA Dubai prices the specialist golden residence permit as five lines: AED 1,100 residence permit, AED 10 knowledge dirham, AED 10 innovation dirham, AED 500 fee within the country and AED 20 delivery. That is AED 1,640, and the addition is ours.
The ICP prices a new Emirates ID for residents at AED 100 for each year of residence plus AED 100 in smart service fees, so AED 1,100 per person on a ten-year permit. The Dubai Health Authority prices the mandatory medical in tiers: AED 250 regular on 24 working hours, AED 700 express on six, AED 1,020 VIP on two, and AED 700 at Smart Salem. Cheapest of each gives a documented floor of AED 2,990 for one applicant, or AED 3,440 on the express tier. The catalogue adds that its fees exclude typing fees.
One line on GDRFA’s page does not resolve cleanly. It says the issuance fee increases by AED 100 for each year where the residency period exceeds two years. Read literally, that adds AED 800 to the AED 1,100 on a ten-year permit, putting the block at AED 2,440 rather than AED 1,640. The page does not say whether AED 1,100 already reflects ten years, and no other official page we read settles it.
- GDRFA Dubai specialist permit: AED 1,100 + AED 10 + AED 10 + AED 500 + AED 20. Published lines total AED 1,640.
- ICP new identity card, residents: AED 100 per year of residence plus AED 100 smart service fees, so AED 1,100 over ten years.
- Dubai Health Authority medical fitness screening: AED 250 regular, AED 700 express, AED 1,020 VIP, AED 700 at Smart Salem.
- Documented floor for one applicant: AED 2,990 regular, AED 3,440 express. Both are our arithmetic, not a published total.
- Unresolved: an issuance fee rising AED 100 a year beyond two years, which read literally would add AED 800.
- Excluded from all three schedules: health insurance, typing fees, and every Pakistan-side document cost.
The Dh100,000 nomination visa the ICP says does not exist
In July 2025 a story ran widely in South Asian media: a nomination-based golden visa pilot, roughly Dh100,000 once, said to last for life, open to Indian and Bangladeshi applicants with Pakistan excluded. It was attributed to a consultancy, not to any UAE authority, and repeated often enough to read as settled.
The ICP contradicted it directly. In a statement reported on 9 July 2025 the authority called the reports false rumours circulating in local and international media and websites, said the claims had no legal basis, and added that no internal or external consultancy entity has authority to process the golden visa. Applications must go through official government channels inside the country.
The residue is expensive in two directions. A reader who believes the exclusion half walks away from routes they may qualify for; one who believes the pilot half is a candidate for an advance-fee arrangement. Neither survives the portal’s category table, which carries no nomination route, no lifetime term and no flat package price. The test costs nothing: ask which ministerial decision created the category.
- The claim: a Dh100,000 one-time fee for a lifetime nomination-based golden visa, limited to certain nationalities.
- The ICP, July 2025: false rumours, no legal basis, and no consultancy with authority to process a golden visa.
- The ICP also said requests must go through official government channels inside the country.
- The official category table carries no nomination route, no lifetime term and no flat package price.
This section reports what the ICP said and what the official category table does not contain. It is not advice about any particular provider, and nothing here should be read as a statement that a route will or will not produce an approval.
Why a Pakistani apostille does not clear a UAE file
This is the factual error repeated by pages currently ranking for this query, and the one most likely to cost a reader money. A guide written specifically for Pakistani applicants told us that apostilled documents through Pakistan’s foreign ministry are standard for a UAE file. They are not, because the UAE does not accept apostilles.
We checked the primary source. The HCCH status table for the 1961 Convention abolishing the requirement of legalisation for foreign public documents lists Pakistan, in force since 9 March 2023. The United Arab Emirates is not listed on it. An apostille substitutes for consular legalisation only between two contracting parties, so between Pakistan and the UAE there is no shortcut to take.
The consequence is money. A Pakistani document bound for a UAE residence file still needs the full chain, and the UAE Embassy in Islamabad says so on its own attestation page: Pakistan-issued documents must first be attested by Pakistan’s Ministry of Foreign Affairs, with GAMCA-approved medical reports the stated exception. An apostille is the right instrument for many destinations and the wrong one for this destination.
- HCCH status table, read 21 October 2026: Pakistan in force 9 March 2023; the United Arab Emirates not listed as a contracting party.
- An apostille replaces consular legalisation only between two parties to the Convention.
- UAE Embassy in Islamabad: documents issued in Pakistan must first be attested by Pakistan’s Ministry of Foreign Affairs.
- Stated exception on that page: medical reports approved by GAMCA.
- So the legalisation chain is not optional, whatever an apostille certificate says.
The attestation chain, and the two published AED 150 lines
The UAE end of the chain is published and smaller than most quotes imply. The UAE Ministry of Foreign Affairs FAQ prices an individual affairs document at AED 150 and a commercial document at AED 2,000. Its worked examples for school, birth and death certificates separate the two attestations at AED 150 each, so legalising one personal document costs AED 300 on the UAE side, in two named steps.
Courier is priced separately, which is useful because providers often bury it in a service fee. Inside the UAE, normal delivery runs from AED 31.50 to AED 40 and express from AED 105 to AED 150, excluding value added tax. A normal transaction carries up to 25 documents and an express one up to 10, so a family file is not 25 separate charges.
The Pakistan-side fees are the ones we will not quote. Neither the Higher Education Commission’s attestation page nor Pakistan’s Ministry of Foreign Affairs schedule was reachable when we checked on 21 October 2026, and the secondary figures disagree sharply, from a few hundred rupees to several thousand per document. Ask for it itemised in rupees and verify it on the issuing portal before paying.
- UAE Ministry of Foreign Affairs: individual affairs document AED 150; commercial document AED 2,000.
- Its worked examples split AED 150 for the ministry from AED 150 for the UAE Embassy, so AED 300 per personal document.
- Courier inside the UAE: normal AED 31.50 to AED 40, express AED 105 to AED 150, excluding value added tax.
- UAE Embassy in Islamabad: original required, online payment, two to three working days to attest, 24 to 48 hours to deliver.
- Not priced here: the Pakistan-side Higher Education Commission and Ministry of Foreign Affairs fees, unverifiable from an official schedule.
Every Golden Visa route requires valid comprehensive health insurance, and no visa fee schedule prices it. SafetyWing sells travel medical cover for the window while a file is in processing. It is not a UAE-licensed health policy, it does not satisfy the health insurance condition on any Golden Visa route, it has no bearing on eligibility or processing time, and it reduces no fee on this page. Budget the UAE-licensed policy separately and annually.

The salaried specialist route turns on a qualification, and a Pakistani degree has to be made legible to a UAE authority before it counts. GDRFA Dubai asks for a bachelor’s degree or equivalent as the minimum, together with a certificate recognising the qualification from the Ministry of Education, and specifies a recognition report for foreign universities. The Ministry of Higher Education and Scientific Research runs the recognition service for qualifications issued outside the UAE.
Neither page gives a flat fee, which is why this is where a provider total quietly absorbs a cost. Recognition has its own requirements and processing time, and whether your file needs it depends on where the degree was issued and what the reviewing authority asks for.
The ordering is the part to plan. Attestation makes a document legally recognisable; recognition tells a UAE authority what the qualification is worth against its own framework. Assuming one covers the other is how a file goes back and a courier cycle is paid for twice. Treat attestation, recognition and health insurance as three separate lines, because only the first is published.
- GDRFA Dubai: bachelor’s degree or equivalent minimum, plus a certificate recognising the qualification from the Ministry of Education, with a recognition report for foreign universities.
- The Ministry of Higher Education and Scientific Research runs recognition of qualifications issued outside the UAE.
- No flat fee is published for recognition on either page.
- Recognition sits downstream of attestation; neither replaces the other.
Which documents a file needs, and in what order, is decided by the authority reviewing it under rules that change. Confirm the current requirement with that authority rather than relying on a provider’s combined figure or on this page.
Employee route against property route, on the two published blocks
Many Pakistani applicants are choosing between a Dubai property purchase and an employment contract, and the published blocks price those files very differently. Dubai Land Department prints the ten-year investor route as a total: medical examination AED 700, Emirates ID for ten years AED 1,153, confirmation of the residency permit for ten years AED 2,856.75, Dubai Land Department fees AED 4,020 and administrative fees AED 1,155, coming to AED 9,884.75 for the main applicant.
Set that against the employee file priced on the express medical tier at AED 3,440 and the property route costs about 2.9 times as much in government charges, a difference of AED 6,444.75. Almost all of it is the two lines that exist only because a property is involved. Dependants are published on the property side too: AED 5,774.50 for a ten-year family residence permit, AED 318.75 to open the family sponsorship file, AED 5,774.50 for parents, and AED 100 added per sponsored person.
That comparison crosses two publishers, so read it as indicative rather than like for like. Dubai Land Department’s AED 2,856.75 for confirming a residency permit and GDRFA’s AED 1,100 for issuing one are not defined identically, and the medical and Emirates ID lines sit inside the first total and outside the second. What survives the caveat is the shape: on the property route you pay for the qualifying asset’s paperwork.
- Dubai Land Department, ten-year investor permit, main applicant: AED 700 medical, AED 1,153 Emirates ID, AED 2,856.75 residency confirmation, AED 4,020 DLD fees, AED 1,155 administrative. Published total AED 9,884.75.
- Employee file on published lines, express medical tier: AED 3,440, our addition across three schedules.
- Difference: AED 6,444.75, driven by the AED 4,020 and AED 1,155 lines only a property file carries.
- Dependants on the property route: AED 5,774.50 family permit, AED 318.75 file opening, AED 5,774.50 for parents, AED 100 per sponsored person.
- Caveat: the two blocks come from different authorities and do not define their lines identically.
How to price a UAE Golden Visa for Pakistanis cost quote
Settle the route and the issuing authority first, because that is whose schedule applies. A Dubai employee’s permit is issued by GDRFA, a federal application runs through the ICP, a Dubai property file brings in Dubai Land Department, and an Abu Dhabi file goes through the Abu Dhabi Residents Office. A total that names none of those is not checkable against anything.
Then split the quote in two and insist on both halves. The UAE half should show GDRFA’s five lines as GDRFA prints them, the Emirates ID at AED 100 per year, and the medical tier named rather than averaged. The Pakistan half should be in rupees, step by step, with the Higher Education Commission, Pakistan’s Ministry of Foreign Affairs and the two AED 150 attestations as separate lines rather than one document fee.
Three claims mean the quote has stopped describing the published process: an apostille in place of the embassy chain, a nomination or guaranteed approval, and a lifetime term. Date every figure, including ours, all read on 21 October 2026. GDRFA prints the condition that keeps this route honest: if the salary falls below AED 30,000 or the contract is cancelled, the permit will be cancelled. No number in these schedules buys an approval.
- Name the route and the issuing authority before comparing any total.
- Require the UAE block itemised: GDRFA’s five lines, Emirates ID at AED 100 per year, medical tier named.
- Require the Pakistan block itemised in rupees, with the attestation steps listed individually.
- Treat an offered apostille, a nomination, a guarantee or a lifetime term as a reason to ask for the official page.
- GDRFA, verbatim: if the salary falls below AED 30,000 or the contract is cancelled, the Golden Residence Permit will be cancelled.
Common questions
Is there a separate UAE Golden Visa for Pakistani citizens?
No. The UAE government portal’s Golden Visa page, updated 28 July 2026, lists investors, entrepreneurs, exceptional talent, outstanding students and humanitarian pioneers, and conditions none of them on nationality. Pakistani applicants qualify under the same routes as everyone else, so the fee follows the route, not the passport.
How much does a UAE Golden Visa cost for a Pakistani applicant in 2026?
On the Dubai salaried route the published lines give a documented floor of AED 2,990 for one applicant: GDRFA’s five permit lines at AED 1,640, the Emirates ID at AED 100 per year plus AED 100 smart services, and the regular medical tier at AED 250. That addition is ours, not a published total, and it excludes health insurance and every Pakistan-side document cost.
Does the UAE accept apostilled Pakistani documents?
We checked the HCCH status table on 21 October 2026. Pakistan has been in force since 9 March 2023, but the United Arab Emirates is not listed as a contracting party, so there is no apostille route between the two. The UAE Embassy in Islamabad states that Pakistan-issued documents must first be attested by Pakistan’s Ministry of Foreign Affairs, with GAMCA-approved medical reports the exception.
What does attestation cost on the UAE side?
The UAE Ministry of Foreign Affairs FAQ prices an individual affairs document at AED 150 and a commercial document at AED 2,000. Its worked examples separate AED 150 for the ministry from AED 150 for the UAE Embassy attestation, so legalising one personal document costs AED 300 in two named steps, with courier priced separately from AED 31.50.
Was there a Dh100,000 golden visa for Pakistanis or Indians?
No. In a statement reported on 9 July 2025 the ICP described reports of a Dh100,000 nomination-based golden visa for particular nationalities as false rumours with no legal basis, and said no consultancy inside or outside the UAE has authority to process a golden visa. The official category table carries no nomination route, no lifetime term and no flat package price.
How long does the Islamabad attestation take?
The UAE Embassy in Islamabad gives two to three working days for the attestation, with delivery 24 to 48 hours after issuance, or 48 to 72 hours in remote areas. The original document is required and a courier collects and returns it. If a request is rejected for missing requirements the attestation fee is refunded automatically but the service fee is not.
Does a Pakistani degree need recognition as well as attestation?
GDRFA Dubai asks for a bachelor’s degree or equivalent plus a certificate recognising the qualification from the Ministry of Education, and specifies a recognition report for foreign universities. The Ministry of Higher Education and Scientific Research runs that service. Neither page publishes a flat fee, and recognition sits downstream of attestation rather than replacing it.
Is the property route or the employment route cheaper?
On published government charges the employment route is cheaper. Dubai Land Department prints the ten-year investor permit at AED 9,884.75 for the main applicant, while a salaried file on the express medical tier comes to AED 3,440 across three schedules. Almost the whole difference is the AED 4,020 of DLD fees and AED 1,155 of administrative fees only a property file carries.
