UAE Golden Visa for freelancers: what 2026 actually costs

Search for a UAE Golden Visa for freelancers and you will find a great deal of content implying that a successful freelance career is itself a qualifying route. It is not. The official UAE government portal sets out the Golden Visa categories as investors, entrepreneurs, people of exceptional talent and rare specialisations, outstanding students, and humanitarian pioneers and frontline heroes. Freelancing appears in none of them as a basis for the visa.

That matters because the mistake is expensive in the wrong direction. Someone who believes freelance income alone opens a ten-year residence will compare provider quotes for the wrong product, budget for the wrong fee stack, and discover the gap only after paying a service fee. The categories are the gate, and income is evidence inside a category rather than a substitute for one.

None of this means a freelancer is shut out. It means the qualifying question comes first and the cost question comes second. Work out which published route describes you, then price that route.

Where the AED 360,000 figure actually comes from

Almost every freelancer-facing article quotes an annual income requirement of AED 360,000. The figure is real, and it is repeatedly attached to the wrong visa. It is a condition of Green Residence, the five-year self-sponsored route, not of the Golden Visa.

The Federal Authority for Identity, Citizenship, Customs and Port Security sets out Green Residence for freelancers and self-employed individuals as a five-year renewable residence with three substantive conditions. The applicant must hold a freelance work permit or a self-employment permit issued by the Ministry of Human Resources and Emiratisation. They must hold a qualification of no less than a bachelor's degree, specialised diploma, or equivalent. And their annual income from freelance work during the previous two years must not be less than AED 360,000 or its equivalent in foreign currencies, with proof of stable annual income or financial solvency throughout the period of residence.

Read the income condition closely, because the phrasing does real work. It is measured over the previous two years, not the best year, and it is income from the freelance work rather than total household or investment income. A freelancer with one exceptional year and one thin one is in a weaker position than the headline number suggests.

• Requires a MoHRE freelance work permit or self-employment permit.

• Requires annual freelance income of at least AED 360,000 across the previous two years.

These are the conditions the ICP publishes for Green Residence at the date of writing. They are not Golden Visa conditions, and a provider who quotes them against a Golden Visa is describing a different product.

The permit you buy before either visa

Both routes share a prerequisite that is easy to miss when comparing headline visa prices: the permit. The official portal describes the freelance work permit as issued to individuals who wish to engage in freelance work independently, including foreign nationals on self-sponsored residence visas, without being sponsored by an employer in the UAE and without requiring an active employment contract. It is one of the thirteen work permit types MoHRE issues.

That definition is the reason freelancers end up on the self-sponsored routes at all. Without an employer, there is no sponsor, so the permit is what makes the work lawful and the residence application self-standing. It is also a separate purchase, priced by the issuing body rather than by the residence authority, and it recurs annually.

There is a second supply of permits from the free zones, which license freelancers under their own regimes. A free zone permit and a MoHRE permit are not interchangeable paperwork, and the Green Residence condition is specific about a MoHRE-issued freelance or self-employment permit. If a provider is quoting a free zone package, confirm what it does and does not satisfy for the residence route you actually want.

• The permit is bought before the residence application, not as part of it.
• It removes the need for an employer sponsor and an employment contract.
• MoHRE permits and free zone permits are issued under different regimes.
• Permit costs recur annually and sit outside every visa fee schedule.

What the freelance route costs in practice

Here the honest answer is uncomfortable: the UAE authorities do not publish a single all-in freelancer figure, and anyone presenting one is estimating. What can be separated cleanly is which parts are governed by published schedules and which parts are set by a commercial provider.

The permit is the commercial part. Free zone freelance permits are widely advertised across a broad annual range, with packages bundling the permit, an establishment card and a residence visa quoted considerably higher than the permit alone. Those are market prices from providers competing on service, not government fees, and they are the most negotiable line in any quote. Treat every number in that range as an estimate to be confirmed with the issuing free zone, because it is not a published government figure.

The residence side then follows the ordinary path and carries costs no permit price includes. A medical fitness test is charged separately by the health authority and the centre, with express processing priced above standard. The Emirates ID is its own application with its own fee. UAE health insurance must be in force. Document costs land on top: degree attestation and equivalency in particular, since Green Residence requires a bachelor's degree or specialised diploma and a foreign qualification generally needs recognising before it counts.

Set against that, the published fee schedules for the residence permit itself are the smaller and more predictable part of the total. The pattern across this site holds here too: the government lines are knowable, and the provider lines are where the money moves.

Permit and package prices in this section are market estimates from commercial providers, not published government fees. Confirm the current cost with the issuing free zone or MoHRE, and the residence fees with the ICP or GDRFA, before budgeting against any figure.

The Golden Visa routes a freelancer can actually reach

A freelancer who wants the ten-year residence has to arrive through one of the published categories, and two of them are genuinely reachable from a freelance career rather than theoretically reachable.

The entrepreneur route is the closest fit, and the Ministry of Economy publishes its conditions in concrete terms. The applicant must be the owner or partner of a pilot project registered in the country in the SME category, in a sector accredited by the Ministry of Economy or the competent local authority, generating annual revenues of not less than AED 1 million. Alternatively the applicant may be approved by an approved business incubator, the Ministry of Economy or the competent local authorities to establish the proposed activity in the country. A third alternative is being the founder of a previous project or projects sold for a total value of not less than AED 7 million, subject to approval. Comprehensive health insurance for the applicant and family is a stated condition alongside those.

Notice the shape of that. The entrepreneur route asks about a registered company with revenue, an incubator endorsement, or an exit, and the thresholds are set in millions. The distance between a freelance practice and a registered SME turning over AED 1 million a year is the actual work, and it is a business-structuring question rather than a visa-application question.

The exceptional talent and rare specialisations route is the other realistic door, and it is nomination-shaped rather than revenue-shaped. It covers doctors, scientists, inventors, creatives in culture and arts, executives, athletes, PhD holders and specialists in priority scientific and engineering fields, with subcategory requirements such as recommendation letters, practical experience, or accredited educational degrees. For a freelancer with genuine standing in a listed field, the qualifying asset is recognition and evidence, not turnover.

The investor route remains open on its own terms as well, independent of how anyone earns their living. Dubai Land Department describes a ten-year renewable residence for real estate investors at a qualifying property value of AED 2 million, which is a capital question rather than a career one.

• Entrepreneur: a registered UAE SME with at least AED 1 million annual revenue, or incubator and ministry approval, or a prior exit of at least AED 7 million.
• Exceptional talent and rare specialisations: nomination and evidence in a listed field.
• Investor: a qualifying property position, per Dubai Land Department's published route.
• Comprehensive health insurance is a stated condition on the entrepreneur route.

Approval is always the authority's decision on the file in front of it. Meeting a published threshold is a condition of applying, not a guarantee of the outcome.

Sequencing the two, and the gap nobody budgets for

For most freelancers the sensible reading is not Golden or nothing. It is Green Residence now on published conditions you can actually meet, and the Golden Visa later if the business grows into the entrepreneur route or the career earns the talent nomination. Five years of self-sponsored residence is a long runway, and it renews.

The gap in almost every freelancer budget is health cover. UAE health insurance is required for the residence, comprehensive cover appears as a stated condition on the entrepreneur route, and none of it is inside a freelance permit package price. It is also the cost that arrives at the least convenient moment, during the trip when the medical fitness test and biometrics happen.

The distinction to hold onto is that a UAE-licensed policy is what the residence requires. Travel medical cover is a different product for a different purpose, and buying one does not discharge the other.
